Murat Baktiyaruly was born on June 17, 1958, at Baigekum station in Shieliinsky district of Kyzylorda region.
In 1975-1977, he did military service in the People's Republic of Hungary.
In 1978-1979, he began his career as a combine operator and construction worker.
In 1986, he graduated with honors from the Faculty of History of Al-Farabi Kazakh National University.
In 1986-1998 - senior teacher, head of the department, dean of the faculty of history and legal studies of Kyzylorda Pedagogical Institute.
He is a candidate of historical sciences, doctor of political sciences, professor.
In 1998 - director of the Kyzylorda branch of the Kazakh State Law University.
In 1998-2003, he was elected a member of Kyzylorda regional maslikhat and chaired the "Problems of Youth Affairs and Legal Protection" standing committee of the regional maslikhat.
In 2005-2008 - chairman of the Tugan Zher public movement.
In 2008-2011 - deputy akim of Kyzylorda region.
Member of the Senate of the Parliament of the Republic of Kazakhstan since 2011.
Chairman of the Committee on Social and Cultural Development and Science of the Senate of the Parliament of the Republic of Kazakhstan since September 2, 2019.
Author of 124 scientific and methodological works, including 8 books.
He was awarded the “Excellence in Education” and “Y.Altynsarin” award pins, “The 10th anniversary of Independence of the Republic of Kazakhstan”, “The 10th anniversary of the Constitution of the Republic of Kazakhstan” anniversary medals, “For Distinguished Labour” medal, the Orders of “Parasat” and “Qurmet”.
