S.K. Yensegenov was born on March 26, 1963, in Guryev (now Atyrau) region. He got a university degree in history teaching, social studies and Soviet law from Guryev Pedagogical Institute; graduated from Al-Farabi Kazakh State National University as a lawyer.
He is a member of the Parliamentary Assembly of Turkic-Speaking Countries, a member of the Parliamentary Cooperation Commission "Republic of Kazakhstan - Republic of Belarus", the Regional Cooperation Group "Northern Europe, the Baltic States, Ukraine and Moldova", a member of the Standing Committee on studying the state-building and local government experience of the Inter-Parliamentary Assembly of the Commonwealth of Independent States.
He is a member of the Onir deputy group of the Senate of the Parliament of the Republic of Kazakhstan.
He was awarded the "Qurmet" and "Parasat" orders.
