D. Adilbekov was born on May 14, 1956, in Urdzhar village of Urdzhar district, East Kazakhstan region.
In 1974-1979, he studied at Novosibirsk Electrotechnical Institute specializing in electrical and mechanical engineering.
In 1994, he graduated from the Academy of National Economy under the Government of the Russian Federation in Moscow as a top-rank manager.
1979-1989 - foreman, senior foreman, chief engineer, director of an enterprise in the passenger transport system of Almaty.
1989-1994 - Deputy Chairman of the District Executive Committee, First Deputy Head of the Soviet District Administration of Almaty.
1994-1995 - Member of the Supreme Council of the Republic of Kazakhstan of the 13th convocation.
