D.M. Mussin was born on July 15, 1957, in Ilyinka village of Zharma District, Semipalatinsk region.
He graduated from the secondary school named after Abay in Georgiyevka village of Zharma district in 1974.
He graduated from Kazakh Agriculture Institute of the Order of the Red Banner of Labour in Almaty with a major in agronomy in 1979 and from Kazakh Humanitarian Law University with a major in jurisprudence in 2004.
1975-1985 - Agronomist-seed grower of the Lenin collective farm, chief agronomist of the same farm in Zharma district of Semipalatinsk region.
September 1985 to May 1988 - Head of the agricultural department of the Zharma District Committee of the CPK.
1988 - Director of the breeding farm named after LK Kazakhstan.
1993 - Chairman of the board of PlemZavod Kalbatau JSC in Zharma district.
1996 - Consultant, deputy general director of Altai LLP in Almaty.
1997 - Managing director, president of PlemZavod Kalbatau OJSC.
In 1995, he was nominated as a candidate member to the Mazhilis of the Parliament of the Republic of Kazakhstan from the Peasant Union of Kazakhstan.
He was repeatedly elected as a member of the district and regional maslikhats.
February 2001 - Akim of Zharma district of East Kazakhstan region.
April 2009 - Akim of Kokpektinsky district of East Kazakhstan region.
December 2014 - Deputy Akim of East Kazakhstan Region.
June 29, 2017 - Member of the Senate of the Parliament of the Republic of Kazakhstan from East Kazakhstan region.
September 4, 2017 - Member of the Committee on Agrarian Issues, Nature Management and Rural Development of the Senate of the Parliament of the Republic of Kazakhstan.
He was awarded the Order of the Republic of Kazakhstan "Qurmet" and many medals for merit to society and the state. He is the Honored Worker of the Republic of Kazakhstan.
He and his wife Bakytgul Mustafinovna raised two children and have grandchildren.
