Y.Kh. Sultanov was born on March 24, 1956, in Zhanazhol village of Shal Akyn district in North Kazakhstan region.
He graduated from Karaganda Polytechnic Institute (1978); Serikbayev East Kazakhstan State Technical University (2005).
He began his career in 1978 at Ekibastuzshakhtostroy plant as a mechanical worker, then he became a chief engineer; later on, he worked as the Chairman of the trade union committee of the same plant.
1992 - Director of a woodworking plant in Ekibastuz.
1993 - First deputy head of the Ekibastuz City Administration.
1994 – Deputy of the Supreme Council of the Republic of Kazakhstan of the 13th convocation.
1995-1998 - Head of the Labor Protection Department of the Ministry of Labor of the Republic of Kazakhstan, President of Ekibastuzshakhtokurylys JSC, and the Chairman of the Pavlodar and North Kazakhstan regional territorial committees for state property management.
1998 – was appointed the Deputy akim of North Kazakhstan region. In 1999, he started working in the Ministry of Transport and Communications of the Republic of Kazakhstan in managerial positions.
2006 - Deputy, First Deputy Akim of Astana.
2008 - Vice President of Kazakhstan Temir Zholy NC JSC.
From 2013 - Chairman of the Management Board of KazAvtoZhol NC JSC.
2014 to March 2017 - Akim of North Kazakhstan region.
June 2017 – was elected a Member of the Senate of the Parliament of the Republic of Kazakhstan from North Kazakhstan Region.
Member of the Committee on Economic Policy, Innovative Development and Entrepreneurship.
He was awarded the “Parasat” and “Qurmet” orders and three medals.
