Senate speaker: The Government needs to put infrastructure modernization at the forefront of its work

A meeting of the Senate of the Parliament of the Republic of Kazakhstan was held under the chairmanship of Dariga Nazarbayeva.

At the meeting, the deputies of the Senate ratified the Multilateral Convention to Implement Tax Treaty Related Measures to Prevent Base Erosion and Profit Shifting. The draft law was presented by first Deputy Prime Minister – Finance Minister Alikhan Smailov.

As Senator Gumar Dyusembayev noted in the co-report, the Convention involves introducing the main provisions of the BEPS initiative into existing international tax agreements by applying agreed minimum standards with certain reservations to provide countries with flexibility in terms of conducting national fiscal policy.

In addition, at the plenary session of the Upper House, senators ratified the SCO Convention on Countering Extremism.

Presenting the document, Deputy Chairman of National Security Committee of Kazakhstan Nurgali Bilisbekov explained that the objective of the document is to establish mechanisms of interaction of states-members of SCO in the sphere of prevention activities, joint counteraction to extremism, legal assistance and facilitation in the harmonization of legislation of the parties.

“The document’s innovation is a common vision of the legal framework for countering violent attempts on legitimate authority – not only in the context of growing terrorist threats, but also in the broader sense of preventing any coup,” Nurzhan Nursipatov said.

The Senate also ratified the Protocol for the Prohibition of the Use in War of Asphyxiating, Poisonous or other Gases, and of Bacteriological Methods of Warfare

Minister of Education and Science Askhat Aimagambetov, who introduced this bill, informed the senators that the purpose of the document is to establish a ban on the use of asphyxiating, poisonous or other similar gases in war, as well as any similar liquids, substances and processes, as well as bacteriological methods of warfare.

During the session of the Senate, 14 deputy inquiries were heard. In them, deputies raised mainly issues of financing infrastructure projects.

In her speech at the plenary session, Head of the Senate noted that today the issues of infrastructure modernization are key from the point of view of ensuring the growth of the population’s welfare. 

“One of the most pressing issues is outdated infrastructure:  water, communications, electricity, roads, bridges. It is necessary to recommend that the Government consider the problems of infrastructure modernization and put them at the forefront of its work. Due to the poor state of infrastructure facilities, we lose water, electricity and many other resources. Connections between regions are poorly developed, because there is also a lack of appropriate infrastructure. I believe that deputies will have to deal with this issue closely,” D. Nazarbayeva concluded.
