Senators Discussed Trading between EAEU and PRC

At an expanded meeting, the Committee on Finance and Budget considered the draft Law On Ratification of the Agreement on the Exchange of Information on Goods and Vehicles of International Transport Moved across the Customs Borders of the Eurasian Economic Union and the People’s Republic of China.

The Agreement was made in St. Petersburg on June 6, 2019.

The draft law has been developed to arrange cooperation on the exchange of information on goods and vehicles of international transport moved across the customs borders of the Eurasian Economic Union and the People’s Republic of China.

The document is intended to accelerate customs operations in respect of goods imported to the customs territories of the EAEU and PRC, as well as goods transported in transit; the use of data on goods and vehicles of international carriage received in the exchange of information to improve risk management and enhance the customs controls; mitigation of risks associated with the import of potentially hazardous, prohibited or restricted for movement goods into the EAEU and PRC customs territories evading customs control, and other risks affecting the interests of the member states of the Eurasian Economic Union and PRC in the field of security.

Ratification of this Agreement will allow receiving information online from the Chinese export declarations on the quantity, volume and value of goods; reducing the number of discrepancies between the customs statistics and Chinese data and mitigating corruption risks; improving the customs control and increasing budget revenues.

The document has been submitted to the Chamber for consideration.
