The International Scientific-Practical Conference “New Horizons for the Development of Legal Science and Improvement of National Legislation”, devoted to the 30th anniversary of independence of the Republic of Kazakhstan, was held in the capital today. It was attended by deputies of the Parliament of the Republic of Kazakhstan, prominent scientists from higher educational institutions of Kazakhstan, Poland, Russia, Turkey, as well as legal professionals of our country.
In the frames of the scientific forum, the presentation of the three-volume book “Commentary to the Criminal Code of the Republic of Kazakhstan”, published for the first time in the national and Russian languages and prepared by Honored Worker of Kazakhstan Isidor Borchashvili, took place.
During the preparation of the publication, the author used the provisions of the Constitution of Kazakhstan, relevant international instruments ratified by the Republic of Kazakhstan, regulatory resolutions of the Constitutional Council of the RoK and the Supreme Court of the RoK, national legislation, as well as cases from judicial and investigative practice to the fullest extent.
The expert community has positively assessed this three-volume book. The book has been reviewed both by distinguished Kazakhstani and foreign scientists in the field of criminal law. The Ministry of Education and Science of the Republic of Kazakhstan has recommended the publication for higher education institutions of the country.
In his speech during the presentation, Nurlan Abdirov, Deputy Chairman of the Senate of the Parliament of the Republic of Kazakhstan, noted that the publication of such specialist and high-quality literature is of great importance for the legal community of the country.
“The three-volume book prepared by Isidor Borchashvili is the result of his tremendous creative work. He has succeeded in providing a profound, well-considered, scientific interpretation of all the provisions of this most important codified instrument, which guards the constitutional values - the human beings, their lives, rights, and freedoms. The topicality of the work performed lies in the fact that it covers innovations included in the criminal legislation as part of the systematic modernization of the law enforcement and judicial sectors, which is carried out by President Kassym-Jomart Tokayev. Another important thing is that the Commentary to the Criminal Code is published in the Kazakh language, which happens for the first time. I am confident that this meaningful gift of the author to his country on the eve of the 30th anniversary of its Independence will be highly sought after by law enforcement officers, scientists, lecturers, law students and will facilitate further sustainable development of the legal system of Kazakhstan”.
Moreover, in the framework of the International Scientific-Practical Conference, the Astana International University and the Pyatigorsk State University (Russian Federation) have signed the Agreement on Partnership and Cooperation.
