Maulen Ashimbayev: Kazakhstanis expect concrete results from us

A meeting of the Senate of the Parliament was held today under the chairmanship of Maulen Ashimbayev. Opening his work, the Speaker focused on the tragic events of recent days that claimed the lives of dozens of law enforcement officers and civilians. On behalf of the Senate of the Parliament and on his own behalf, Maulen Ashimbayev once again expressed sincere condolences to the relatives and friends of the victims, wished the injured a speedy recovery.

The Speaker of the Senate noted that the strong-willed and timely decisions of President Kassym-Jomart Tokayev made it possible to stabilize the situation in the country as soon as possible and ensure the security of the state.

"The first days of January were the most difficult in the history of independent Kazakhstan. Our statehood was under threat. Thanks to the firm and timely decisions of the President of the country, it was possible to give a decisive rebuff to criminal actions. I would like to emphasize the selfless actions of our law enforcement agencies and the military," Maulen Ashimbayev said.

According to the Chairman of the Chamber, the tragic events showed the need for serious systemic transformations in the country, which were voiced by the President of the country Kassym-Jomart Tokayev in his address. Maulen Ashimbayev noted that a new stage of the country's development is now beginning, and in this regard, the Senate also faces great challenges in providing high-quality and timely legislative support for all initiatives of the Head of State.

"Deputies face large-scale tasks. Now Kazakhstanis are waiting for real work and concrete results from us. It is important for us to justify the trust and hopes of citizens. We must be active and, as our President noted, build a new Kazakhstan together," the Speaker of the Chamber stressed, addressing senators.

During the meeting, the senators considered the President's submission on the release of Kanat Mussin from the post of judge of the Supreme Court in connection with the transition to another job.

The senators considered and adopted the Law "On ratification of the Agreement between the Government of the Republic of Kazakhstan and the Government of the United States of America on Air Traffic".

The document allows each airline of Kazakhstan and the United States to operate flights between our countries in any one or both directions, combine different flight numbers within the flight of one aircraft and provides for other measures aimed at simplifying air traffic between the countries. In addition, it provides for the exemption of such aircraft from customs duties and fees.

"The agreement reviewed today is aimed at opening direct flights with the United States of America. This will contribute to the expansion of trade and economic relations between the two countries, an increase in the number of international flights in Kazakhstan," Maulen Ashimbayev said, commenting on the adopted Law.

During the meeting, the Senators also voiced their deputy requests.

Olga Bulavkina, in her request addressed to the Prime Minister of the country, also dwelt on the tragic events of January and voiced a number of specific proposals aimed at the development of border territories. According to the senator, this is important for strengthening territorial integrity, increasing the mobility of labor resources, as well as for the rational use of budget funds allocated for the implementation of state programs in this direction.

Senator Nariman Turegaliyev stressed that a significant amount of tasks set by the Head of State on January 11 are aimed at solving specific regional problems. The deputy noted that the problem of owners of emergency housing has not been solved in the West Kazakhstan region for several years. To strengthen the protection of their rights, the deputy proposed to amend the Law "On Housing Relations" so that after a certain period of residence in communal rental housing, these people could privatize or buy apartments at residual value.

In addition, the deputies elected Senator Sultanbek Makezhanov as a member of the Finance and Budget Committee on the basis of the relevant application submitted by him. Earlier, he was a member of the Senate Committee on Constitutional Legislation, the Judiciary and Law Enforcement Agencies.
