Under the chairmanship of the Speaker of the Senate, Maulen Ashimbayev, a meeting of the Chamber was held, at which deputies elected Beibit Issabayev as Chairman of the Committee on Socio-Cultural Development and Science. Murat Baktiyaruly, who previously held this position, was elected a member of the Committee on International Relations, Defense and Security. Maulen Ashimbayev thanked Murat Baktiyaruly for the work he has done as Chairman of the Committee, a significant contribution to legislative work and the solution of topical issues of citizens.
During the meeting, the Law "On Ratification of the Cooperation Agreement on the Creation and Application of Standard Samples of the Composition and properties of Substances and Materials" was also considered and adopted. The document allows Kazakhstani suppliers of goods, works and services to use interstate standard samples included in the Register when exporting to the member countries of this Agreement, without additional tests or studies. This approach will allow domestic businessmen to save their money and time.
"The creation and application of standard samples of the composition and properties of substances and materials is of great importance. The Agreement adopted today provides for coordinated work in this direction between the participating States. We hope that in the future this document will reduce the administrative burden on business, as well as eliminate barriers to economic and scientific and technical cooperation between the CIS countries participating in the Agreement," said Maulen Ashimbayev, commenting on the Agreement.
In addition, during the meeting, a number of deputy requests were voiced, in which senators noted the fundamental importance of analyzing the causes and consequences of the "January tragedy" and ensuring control over the implementation of the instructions of the President of the country Kassym-Jomart Tokayev.
So,Lyazzat Suleimenov stressed the importance of ensuring the constitutional right of persons brought to law enforcement agencies and detainees to protection and to receive qualified legal assistance with a thorough investigation and verification of every fact that occurred during the January events, so that peaceful people do not become victims of injustice.
Aigul Kapbarova believes that the tragic events have shown the need for qualitative modernization of the sphere of labor and noted the urgency of revising existing employment programs and addressing issues of youth employment.
Akhylbek Kurishbayev focused the Prime Minister's attention on the problems of villagers, the most important of which is the lack of work. At the same time, the senator stressed that the deputies of the Chamber raise these issues regularly, but the Government does not take sufficient measures to address them.
Mukhtar Dzhumagaziev noted the importance of reducing the rates of utilization fee for agricultural machinery by analogy with world practice. Since in the current conditions, when the wear of agricultural machinery is up to 80%, the current norms of recycling cause serious damage to domestic farmers and agriculture as a whole. As a consequence, this leads to an increase in food prices.
Andrey Lukin proposed to implement a number of specific measures to prevent the radicalization of prisoners in the country's prisons.
Nurzhan Nursipatov noted the importance of systematization of social security measures for law enforcement officers and support for their families in case of death or injury in the line of duty.
Nurtore Zhusip raised the issues of educating the younger generation in the spirit of patriotism, preservation and further promotion of national values.
