Under the chairmanship of the Senate Speaker Maulen Ashimbayev held a meeting of the House, at which deputies adopted the Law "On Amendments to the Law of the Republic of Kazakhstan "On a guaranteed transfer from the National Fund of the Republic of Kazakhstan for 2022 - 2024" and "On Amendments and Addenda to the Law of the Republic of Kazakhstan "On Republican Budget for 2022 - 2024".
According to the documents, the amount of the guaranteed transfer from the National Fund to the national budget in 2022 increases to 4,030 billion tenge. These funds are directed to further ensure the economic and infrastructural development of the country.
The proposed amendments are aimed at implementing the President's instructions to strengthen the social protection of citizens. Among the additions are funding the implementation of income growth program, the Food Security Plan, the program to support the manufacturing industry and entrepreneurship, elimination of the impact of the January events, improvement of combat readiness and equipment of law enforcement and emergency situation agencies, as well as development of regions.
Commenting on the adoption of these important laws, Maulen Ashimbayev said that the events inside and outside the country had affected the economy. Commodity prices have risen, inflation is accelerating for imported goods, problems associated with logistics have also intensified. However, stressed the Speaker of the House, the Government of the country is taking necessary measures to protect our economy and fulfill all social obligations, allocating almost half the budget for social expenditures.
"Thanks to the amendments adopted today, pensions and social benefits will be additionally indexed by 4% starting from April. This measure will affect more than 4 million people. The average size of pensions will increase by 11% compared to last year. A total of 197 billion tenge will be allocated for the Comprehensive Plan on the programme to increase the incomes of the population. The updated national budget allocates 238 billion tenge for implementation of the Food Security Plan. The amount of funding for the real sector of the economy is also increasing. I am sure that all these measures will give impetus to further economic development of the country, creating new jobs and improving the welfare of the population," said Maulen Ashimbayev.
Funding for business support programs and regional development is significantly expanded in the revised national budget.
"It's important that the allocated funds and planned activities give real results. Every tenge of the republican budget should be spent effectively. It is necessary to use the funds from the National Fund, we talked about this today. In addition, it is necessary to pay more attention to the issue of financing the budget deficit through external borrowing. It is important not to increase the debt, but to use the available funds effectively. Therefore, when considering the budget, it is important to avoid financing empty and unnecessary measures. We ask the members of the Government, akims and other officials to take these issues into account in the future," said the Chairman of the Senate.
Issues of quality control over the budget expenditure were also actively raised by senators during the discussion of the agenda. In general, the senators, supporting the above Laws, have identified a number of key issues that need to be addressed before the Government. They include the need to take measures to ensure economic growth, the importance of indexing pensions for disability, improving the assessment and forecasting of macro and microeconomic situation in the country, as well as reducing the growth rate of external borrowings and the volume of transfers from the National Fund.
In addition, the senators at the meeting reviewed the Law "On Amendments and Addenda to the Constitutional Law of the Republic of Kazakhstan "On Republican Referendum". The paper provides amendments on the rules of invalidation of ballots in summing up the results of the Republican referendum. In addition, it clarifies the procedure for voting by a citizen in exercising his right to participate in the referendum.
During the consideration, the deputies proposed amendments to the Law. Thus, according to the senators' proposal, Part 2 of Article 3 of the Law was amended, which in the wording of the Senate stipulates that the issues of "changing the independence of the state, unitarity and territorial integrity of the Republic, the form of its government, the fundamental principles of the Republic" may not be the subject of a referendum.
With this amendment the document was returned to the Mazhilis.
