Under the chairmanship of the Speaker of the Senate Maulen Ashimbayev a meeting of the House was held. Deputies considered a number of laws relating to digital assets and mining, as well as voiced their deputy requests.
Among the Laws considered: "On Digital Assets in the Republic of Kazakhstan", "On Amendments and Additions to Some Legislative Acts of the Republic of Kazakhstan on Issues of Digital Assets, Informatization and Judicial Administration", "On Amendments and Additions to the Code of the Republic of Kazakhstan on Administrative Offences", as well as "On Amendments and Additions to the Code of the Republic of Kazakhstan" On Taxes and Other Obligatory Payments to the Budget" (the Tax Code) and the Law of the Republic of Kazakhstan "On Enactment of the Code of the Republic of Kazakhstan "On Taxes and Other Obligatory Payments to the Budget" (Tax Code)"».
During the meeting it was noted that these Laws were developed by a group of parliamentarians under the instructions of the Head of State. The main task of these Laws - solving the issues of legal regulation of digital mining. In particular, the documents are aimed at creating a legal framework for the development of activities for the production and circulation of digital assets, and digital mining in the country. Thus, the Law will contribute to the formation of a legal market of digital assets, attracting foreign investment in the industry and the development of Kazakhstan's economy as a whole.
Conceptually the senators supported the Laws, but during their consideration in the Senate, the deputies initiated a number of changes. In this regard, it was decided to return them to the Mazhilis with the proposals of senators.
"The laws establish the principles and competence of the authorized bodies in the field of digital assets, regulate activities in the field of digital mining, licensing issues and the activities of the exchange of digital assets. The specifics of state control and payment of taxes in the field of digital assets will also be taken into account. The amendments proposed by the Senate are aimed at improving certain provisions of the Acts. I am sure that the laws, developed with the interests of the state and society will promote the development of the digital space and effective use of digital technology,"- said Maulen Ashimbayev.
During the meeting senators voiced their deputy requests.
Gumar Dyusembayev proposed to implement a set of measures aimed at resolving a number of existing problems in the field of public procurement.
Abdaly Nuraliev noted the effectiveness of the pilot project " Increasing Incomes of Zhambyl Oblast Residents" and asked to support its further implementation by allocating the necessary funds from the budget.
