The deputies determined the agenda of the upcoming meeting of the Senate, scheduled for March 9, 2023 at the meeting of the Bureau of the Senate chaired by the Speaker of the House Maulen Ashimbaev.
In his speech, Maulen Ashimbaev noted the importance of high-quality and prompt consideration of the draft law on amendments to the republican budget for 2023-2025, which was recently presented in the Senate.
“The revision of the three-year budget is carried out to implement the initiatives announced by the President of the country in the Address to the people of Kazakhstan, as well as in order to implement the election program of the Head of State. Given the importance of these clarifications, it is necessary to consider and adopt them as quickly as possible. Therefore, I ask the Committees to carry out the relevant work,” said Maulen Ashimbaev.
During the upcoming meeting of the Chamber, the senators will consider in the first reading the draft law "On amendments and additions to certain legislative acts of the Republic of Kazakhstan on civil service issues." It is expected that the Law will contribute, among other things, to increasing the efficiency of the activities of state bodies, increasing the responsibility of political civil servants, and preventing corruption crimes.
The bill “On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Digitalization of Public Services within the Unified State Real Estate Cadastre” is called upon to ensure the transparency of the procedure for granting rights to land plots through the digitalization of public services. Granting of rights to land is proposed to be carried out through the web portal of the "Electronic Government" on a public cadastral map indicating digital information.
The deputies will also consider the draft law “On introducing amendments and additions to the Criminal, Criminal Procedure and Penitentiary Codes of the Republic of Kazakhstan on human rights in the field of criminal justice, enforcement of punishment and prevention of torture and ill-treatment”. The purpose of the draft law is to improve the norms of criminal, criminal procedural, penitentiary legislation.
In addition, during the meeting, members of the Bureau distributed among the Standing Committees of the Senate the draft laws demanded from the Mazhilis Apparatus and received from the Government in connection with the performance by the Senate of the functions of the Parliament for the adoption of Laws and Constitutional Laws.
