D.M. Mussin was born on July 15, 1957, in Ilyinka village of Zharma District, Semipalatinsk region.
He graduated from Abay secondary school in Georgiyevka village of Zharma district in 1974.
He graduated from Kazakh Agriculture Institute holding the Order of the Red Banner of Labour in Almaty specializing in agronomy in 1979 and from Kazakh Humanitarian Law University specializing in jurisprudence in 2004.
1975-1985 - agronomist-seed grower of Lenin collective farm, chief agronomist of the same farm in Zharma district of Semipalatinsk region.
September 1985 to May 1988 - Head of Agricultural Department of Zharma District Committee of the CPK.
1988 - Director of LK Kazakhstan breeding farm.
1993 - Chairman of the Board of PlemZavod Kalbatau JSC in Zharma district.
1996 - Consultant, deputy general director of Altai LLP in Almaty.
1997 - Managing director, president of PlemZavod Kalbatau OJSC.
In 1995, nominated as a candidate member of the Mazhilis of the Parliament of the Republic of Kazakhstan from the Peasants Union of Kazakhstan.
He was repeatedly elected a member of district and regional maslikhats.
From February 2001 - Akim of Zharma district of East Kazakhstan region.
From April 2009 - Akim of Kokpektinsky district of East Kazakhstan region.
From December 2014 - Deputy Akim of East Kazakhstan Region.
From June 29, 2017 - Member of the Senate of the Parliament of the Republic of Kazakhstan from East Kazakhstan region.
Since September 4, 2017 - Member of the Committee on Agrarian Issues, Nature Management and Rural Development of the Senate of the Parliament of the Republic of Kazakhstan.
Awarded the Order of the Republic of Kazakhstan "Qurmet" and many medals for merit to the society and state. He is an Honored Worker of the Republic of Kazakhstan.
He and his wife Bakytgul Mustafinovna raised two children and have grandchildren.
