Deputies of the Senate Committee on Constitutional Legislation, the Judiciary and Law Enforcement Agencies held a meeting on the topic "Topical issues of further decriminalization of criminal offenses in the field of economic activity."
In his welcoming speech, Chairman of the Committee Nurlan Beknazarov noted that the Head of State was instructed to decriminalize economic misconduct in order to allow entrepreneurs to work more freely and attract investments to the country.
"In order to continue the humanization of criminal legislation on issues of increasing the level of protection of entrepreneurs, parliamentarians and interested government agencies are considering legislative norms aimed at establishing responsibility for crimes in the field of economic activity, which are focused on protecting freedom of entrepreneurial activity, protecting consumer rights, as well as protecting the financial interests of the state. The process of humanization of criminal offenses related to economic activity in our society is gradual and consistent. Deputies are consistently working to reform criminal legislation in order to decriminalize crimes in the financial and economic sphere," Senator Beknazarov said.
In turn, Senator Yevgeny Bolgert, moderating the meeting, stressed that in order to introduce a fair mechanism for determining the limits of the norms for bringing entrepreneurs to criminal responsibility, increasing the level of social trust in the law and the state, it is necessary to systematize regulation, clearly justify the use of tools of the decriminalization policy pursued by the state.
During the event, the Deputy Chairman of the Financial Monitoring Agency Zhenis Yelemesov, representatives of the Prosecutor General's Office, the Ministry of Justice, the Republican Board of Adkvokats, as well as the leadership of the Narikbayev KazGUU University and Astana International University made their reports.
