Senators approved the law on mutual recognition of documents on academic degrees in the EAEU countries

A meeting of the Chamber was held under the chairmanship of the Speaker of the Senate of the Parliament of the Republic of Kazakhstan Maulen Ashimbayev. The deputies considered the issue of dismissal of judges of the Supreme Court, whose candidacies were submitted by the President of the country. Deputies also approved a number of laws.

Opening the meeting, Maulen Ashimbayev expressed condolences to the family and friends of the first Chairman of the Senate in the history of Kazakhstan – the famous statesman and public figure of the country Omirbek Baigeldi, who died today in Astana.

"The name of Omirbek Baigeldi occupies an honorable place in the history of our country. In 1995, he was elected to the Senate and became the first chairman of the Senate of the Parliament in the history of independent Kazakhstan. He made a significant contribution to the development of parliamentarism in our country. The laws adopted during this period greatly contributed to the strengthening of our statehood and independence. His life path is an example of patriotism and service to the country," the Speaker of the House said.

It should be noted that Omirbek Baigeldi has worked in the Senate for more than 16 years. He was a member of the Senate of the Parliament of the first, second, third and fourth convocations.

Abdrashid Zhukenov and Zaure Keikibasova have been relieved of their posts as judges of the Supreme Court. The relevant decision was made by the senators during the consideration of the submission of the President of the country. The candidates were previously discussed at a meeting of the Senate Committee on Constitutional Legislation, the Judiciary and Law Enforcement Agencies. The presentation of the Head of State at the meeting of the Chamber was read by Chairman of the Supreme Judicial Council of the Republic of Kazakhstan Denis Shipp.

Also at the meeting of the Chamber, the deputies considered and approved the Law "On ratification of the Agreement on Mutual Recognition of documents on academic degrees in the member States of the Eurasian Economic Union." In accordance with the Agreement, documents on the academic degrees of Doctor of Philosophy (PhD), doctor in profile, Candidate of Sciences and Doctor of Sciences are recognized without conducting national recognition procedures. The exception is the case when the holders of such documents apply for a premium for an academic degree. The norms of the document are aimed at stimulating the exchange of scientific personnel and the integration of educational systems of the EAEU member states, strengthening scientific ties between universities and research institutes within the EAEU.

The senators also approved the Law "On ratification of the Agreement between the Government of the Republic of Kazakhstan and the Cabinet of Ministers of the Kyrgyz Republic on cooperation in the field of aviation search and rescue". As the Chairman of the Chamber noted, Kazakh-Kyrgyz relations are dynamically developing in all spheres. The approved law is the result of such effective cooperation. It is expected that the ratification of the Agreement will contribute to the operational organization of aviation search and rescue operations in the territories of Kazakhstan and Kyrgyzstan, and strengthen bilateral cooperation in this area.

"The agreement provides for strengthening cooperation between the two states in the field of aviation search and rescue. The law provides for the implementation of joint actions by the parties in the event of an aircraft disaster, and also regulates certain issues of conducting exercises and exchanging information and experience. We believe that this Agreement will contribute to the further development of relations between the two countries," the Speaker of the Senate concluded.
