Deputies of the Senate Committee on Socio-Cultural Development and Science at an expanded meeting discussed the Law "On Amendments and Additions to some legislative acts of the Republic of Kazakhstan on science and education".
The law, initiated by members of Parliament, is aimed at increasing the effectiveness of scientific research, improving social guarantees for scientists and optimizing financial resources in science. The document provides for granting local executive bodies the right to implement state policy in the field of science, including the organization of scientific projects and programs in priority areas of the region.
The document provides for norms for the establishment of salary supplements for teachers and researchers in higher educational institutions and scientific organizations, and also grants the right to sabbatical leave to complete scientific, scientific, pedagogical and scientific and technical work. The concept of "scientific ethics" is introduced as a set of principles, rules and norms that are adhered to by participants in scientific and scientific-technical activities. The competence of the authorized body for the development and approval of standard rules of scientific ethics is also established.
In addition, the law provides benefits to citizens who have completed military service upon admission to higher and postgraduate educational institutions, as well as the priority right to obtain a place in a dormitory.
According to the senators, the adoption of the law will further strengthen the social protection of a researcher, increase the prestige of a scientist and labor efficiency, as well as increase the contribution of science to the development of the country's economy.
Following the discussion, the Committee members decided to send the law for consideration at a meeting of the Chamber.
