Winners of international Olympiads and competitions of scientific projects will receive grants to foreign universities: Senators approved the Law

A meeting of the Chamber was held under the chairmanship of the Speaker of the Senate of the Parliament of the Republic of Kazakhstan Maulen Ashimbayev, at which senators considered the law on issues of culture, education and mentoring and voiced their parliamentary requests.

During the meeting, senators reviewed and approved the Law "On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Culture, Education and Mentoring". It was noted that the adoption of the Law is an important step in implementing the state policy on the development of the state language, as well as improving the quality of legislation in the field of protecting the rights of the child and education.

The country's legislation is supplemented by the concept of "mentoring organization" to regulate the institution of mentoring for orphans and children left without parental care, mandatory training in mentoring is established for persons applying to become mentors, and the rights and obligations of organizations organizing mentoring training are determined. Another innovation provides for the creation of the National Vocabulary Fund of the Kazakh Language, as a state information system providing access to the vocabulary fund of the Kazakh language, and the National Corpus of the Kazakh Language, as an information and reference system containing texts of all styles and genres of the Kazakh language, the formation of a large language model based on an artificial neural network for processing, generating and analyzing texts in the Kazakh language. At the same time, the competence of the authorized body in the field of education to implement strategic, regulatory, implementation and control and supervisory functions within its competence is established. Also, as Maulen Ashimbayev emphasized, in order to support talented students and stimulate their scientific activity, a norm is envisaged for the provision of state educational grants out of competition for winners and prize-winners of international competitions of scientific projects.

"The law under consideration is aimed at strengthening the role of the mentoring institute, as well as further improving legislation in the field of education and culture. The law establishes the status, rights and obligations of a special organization engaged in training mentors for orphans and children left without parental care. A package of amendments is being introduced to increase the potential of the Kazakh language in the digital environment. In addition, gifted young people who have won international Olympiads and competitions are given the opportunity to study at the best foreign universities under the Bolashak program. We hope that the approved law will have a positive impact on strengthening the potential of the mentoring institute and increasing the effectiveness of state policy on language development and improving the education system," Maulen Ashimbayev summed up.

In addition, the senators voiced their parliamentary inquiries.

Suindik Aldashev spoke about problems with financing dredging works in the Aktau port water area, which could negatively affect the development of the Trans-Caspian international transport route and the implementation of the country's transport and logistics potential as a whole.

Bibigul Akkuzhina proposed to legislatively regulate the issue of certification of teachers working in social protection institutions, including psychologists, defectologists and speech therapists, who are currently not subject to certification. According to the senator, because of this, such specialists receive lower salaries than teachers in schools.

Amangeldy Tolamisov drew the Government's attention to the problems of private forestry. One of the measures proposed by the deputy to resolve the situation is the development of a comprehensive roadmap for the development of private forestry, which provides for the elimination of administrative barriers, the introduction of an incentive system, including subsidies, tax breaks and compensation for ecosystem services. Evgeny Bolgert criticized the actual dual control of certification bodies and laboratories, which, according to the senator, provokes risks for domestic business. In this regard, he proposed to legislatively differentiate the procedures and grounds for conducting state control and monitoring. Altynbek Nukhuly proposed to celebrate the 100th anniversary of the famous scientist Evney Buketov at a high ideological and organizational level and voiced a number of proposals in this direction.

Evgeny Bolgert criticized the actual dual control of certification bodies and laboratories, which, according to the senator, provokes risks for domestic business. In this regard, he proposed to legislatively differentiate the procedures and grounds for conducting state control and monitoring.

Altynbek Nukhuly proposed to celebrate the 100th anniversary of the famous scientist Evney Buketov at a high ideological and organizational level and voiced a number of proposals in this direction.
