Today, under the chairmanship of the Speaker of the Senate of the Parliament of the Republic of Kazakhstan Maulen Ashimbayev, a meeting of the Chamber was held, during which senators considered the Law concerning issues of physical culture and sports, as well as the exclusion of unnecessary legislative regulation. In addition, senators voiced their parliamentary inquiries.
During the meeting, senators reviewed in two readings and approved the Law "On Amendments and Supplements to Certain Legislative Acts of the Republic of Kazakhstan on Physical Culture and Sports, as well as the Elimination of Excessive Legislative Regulation", the provisions of which are aimed at determining priority sports and their financing, interaction with subjects of physical culture and sports. As noted, the Law allows for a conceptual update of the regulatory framework for regulating the sphere of physical culture and sports and will contribute to the further improvement of national legislation and its law enforcement practice.
"In recent years, the country has paid special attention to the development of sports. The issue of sports development was also raised by the Head of State Kassym-Jomart Kemelevich Tokayev in his speech at the IV meeting of the National Kurultai. The law considered today is one of the important steps being implemented in this direction, providing for mechanisms for improving the management of the sports sector. It contains provisions that ensure the effective use of budget funds allocated for the development of sports. National sports were included in the list of priorities. Certain norms are aimed at improving the procedure for providing state social support to athletes and coaches. We hope that the approved law will promote a healthy lifestyle, involve citizens, especially children, in mass sports and stimulate them to achieve high sports results," said Maulen Ashimbayev.
In particular, the Law provides for the regulation of the activities of the National Organization of Sports Medicine and Rehabilitation in a separate article of the Law. The changes will also affect the status of republican and regional sports federations, which will be renamed national sports federations. At the same time, an 18-hour standard teaching load per week is introduced for coaches and teachers of children's and youth sports educational organizations, and a ban on funding from budgetary funds is introduced for athletes who are not citizens of Kazakhstan. In addition, amendments and additions are made to a number of industry laws in terms of defining the goals, objectives and principles of legislative acts.
During the meeting, a deputy's request was also voiced. Andrei Lukin drew the Government's attention to problems in the sphere of state control over the use of land resources and voiced a number of measures to eliminate them. Among them is to oblige the Land Resources Management Committee to conduct monthly monitoring of judicial acts in which one of the parties is its territorial bodies, and promptly eliminate the violations identified.
