Today, under the chairmanship of the Speaker of the Senate of the Parliament of the Republic of Kazakhstan Maulen Ashimbayev, a meeting of the Chamber was held, during which senators considered a number of laws and voiced their parliamentary requests.
The Law "On Ratification of the Protocol on Amendments to the Agreement between the Government of the Republic of Kazakhstan and the Secretariat of the Conference on Interaction and Confidence-Building Measures in Asia on the Conditions of the Secretariat's Stay in the Territory of the Republic of Kazakhstan dated June 26, 2007" was developed in order to implement the instruction of the Head of State on the transformation of the Conference on Interaction and Confidence-Building Measures in Asia into a full-fledged international organization. As noted by the deputies, the Law "On Ratification of the Agreement between the Government of the Republic of Kazakhstan and the Government of the United States on the Provision of a Land Plot to the Government of the United States for Lease for the Construction of Premises of the US Consular Office in the City of Almaty" is intended to increase the trust of international partners and their confidence in the stability and attractiveness of Kazakhstan for further investment, as well as to strengthen the strategic relations between Kazakhstan and the United States. The norms of the document regulate the procedure and conditions for the provision of a land plot for lease for 49 years, on which it is planned to place, among other things, a representative office of the US Department of Commerce, the Drug Enforcement Agency, and the US Commercial Service.
At the same time, the deputies reviewed and approved two more laws - "On ratification of the Protocol on amendments to the Nakhchivan Agreement on the establishment of the Cooperation Council of Turkic-Speaking States" and "On ratification of the Agreement between the Government of the Republic of Kazakhstan and the Government of the UAE on the implementation of the wind power plant project". Within the framework of the latter, it is planned to build a wind power plant with a capacity of 1 GW and energy storage systems with a capacity of 300 MW and a capacity of 600 MWh in the Zhambyl region.
"The laws approved today are aimed at strengthening Kazakhstan's international cooperation. In particular, amendments were approved to enhance the international status of the Council on Interaction and Confidence-Building Measures in Asia, created at the initiative of our country. In addition, an agreement was considered that provides for the lease of a land plot for the construction of premises for the US consular office in Almaty. We hope that this document will expand investment and economic cooperation between the two countries. Another important document is the law aimed at increasing the level of integration of the Turkic states. In addition, an agreement was approved between Kazakhstan and the United Arab Emirates aimed at increasing the country's energy potential. We hope that these laws will contribute to the further development of effective partnership and expansion of cooperation with foreign countries and international organizations," said Maulen Ashimbayev.
The Chairman of the Chamber also congratulated his colleagues on the 80th anniversary of the Great Victory and emphasized that this is a special date in the history of the country. Kazakhstanis made a significant contribution to the fight against the enemy, heroically fought on all fronts and worked in the rear.
"This year marks the 80th anniversary of the Great Victory. On behalf of the President of the country Kassym-Jomart Kemelevich Tokayev, large-scale events are being held throughout the Republic. Kazakhstan made a significant contribution to the victory in this brutal war. About 1.2 million people from Kazakhstan went to the front, more than half of them did not return. On the front lines, Kazakhstanis demonstrated an example of heroism and selflessness. More than 500 Kazakhstanis were awarded the highest title of Hero of the Soviet Union. It is important to always remember and honor the merits of our veterans," Maulen Ashimbayev said in his speech.
The senators also voiced their parliamentary requests.
Olga Bulavkina called on the Government to analyze the effectiveness of budget investments in the training of veterinarians and to find out how much the training programs meet the needs of the industry. Another proposal of the senator is to introduce targeted grants for the retraining of specialists, create mobile veterinary clinics and increase stipends for graduates who decide to stay and work in rural areas.
Amangeldy Tolamisov expressed concern about the demographic situation in Kazakhstan, including the aging population, regional disparities, increased migration outflow and growing urbanization. To solve the problems, according to the senator, it is necessary to strengthen the scientific and analytical potential in the field of demography.
Bekbol Orynbasarov proposed to revise the rules regarding the validity period of design and estimate documentation used for the construction of facilities using budget funds. In order to avoid repeated adjustments and additional expenditure of budget funds, it was proposed to extend the validity period of the approved design and estimate documentation or the estimate part of the project to two years.
