The Senate presented the draft of the New Tax Code: an emphasis on digitalization and support for business

The Senate hosted a presentation of the Tax Code and the accompanying law “On Amendments and Supplements to Certain Legislative Acts of the Republic of Kazakhstan on Taxation Issues.”

Vice Finance Minister Yerzhan Birzhanov told senators in detail about the key innovations and approaches laid down in the document, with an emphasis on modernizing tax administration, digitalizing processes, and reducing the administrative burden on businesses. One of the main areas of the reform was updating the tax risk management system. The new model completely abandoned the division of taxpayers into risk levels. It is also planned to create risk registers covering the entire life cycle of a taxpayer.

As part of the presentation, deputies were shown a service model of tax administration aimed at simplifying interactions between businesses and tax authorities. In particular, electronic services are being introduced in bank mobile applications, push notifications, automatic pre-filling of declarations, as well as the ability to submit applications and reports "in one click".

Particular attention was paid to measures to simplify registration procedures, reduce the number of tax reporting forms, as well as changes in desk audits - now notifications will be sent not about violations, but about discrepancies, giving businesses the opportunity to independently adjust. The Vice Minister also spoke about changes in the procedure for conducting tax audits, measures to defer or pay tax arrears in installments, increasing thresholds for the application of enforcement measures, innovations in VAT administration, as well as the introduction of horizontal monitoring and expansion of the system of pilot projects.
