The law on the protection of citizens and support for emergency personnel was considered in the Senate

Deputies of the Senate Committee on International Relations, Defense and Security at an extended meeting considered the Law "On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Civil Defense, Electric Power Industry and State Property Management".

The document is aimed at improving legislation in the field of civil defense. In particular, the changes concern improving the operation of the fire and industrial safety system, eliminating the consequences of emergency situations, the functioning of the state material reserve and civil defense.

Among the key innovations are the decentralization of the state material reserve system, strengthening control in the field of industrial safety, mandatory registration of civil defense protective structures, the development of seismological observation networks and early warning systems, as well as informing territorial bodies about routes in hard-to-reach areas and at hazardous facilities.

Fire control is resumed when commissioning buildings with a mass presence of people and a height of more than 28 meters. Mandatory liability insurance of the owners of such facilities in the event of a fire is also introduced. The law also contains social measures, including solving housing issues for employees of civil defense agencies. Volunteer firefighters will be entitled to compensation in case of injury or illness.

In addition, the privatization mechanism is being improved in the sphere of state property management: the rules allowing direct sale are excluded, and a ban on the participation of affiliated persons in auctions is introduced. In the energy sector, annual indexation of tariffs for capacity maintenance services is proposed, taking into account inflation and currency risks during the construction and modernization of facilities.

Following the meeting, the Committee members decided to send the Law to the Chamber for consideration.
