A meeting of the Chamber was held under the chairmanship of the Speaker of the Senate of the Parliament of the Republic of Kazakhstan Maulen Ashimbayev, during which senators considered a package of important laws concerning housing construction, highways and the provision of services for the transportation of people with disabilities, strengthening social support for employees of civil defense agencies and volunteer firefighters.
At the meeting, senators approved the Law "On Ratification of the Protocol on Amendments to the Treaty on the Establishment of the Eurasian Fund for Stabilization and Development dated June 9, 2009". The transformation of the Eurasian Fund for Stabilization and Development into a full-fledged independent international organization will allow the use of trust funds, a special feature being the formation of target contributions for the purpose of gratuitous financing of specific projects. It is also envisaged to conduct systemic macroeconomic monitoring and assessment of the macroeconomic situation and prospects in the EFSD member states for the EFSD member countries, using the most modern modeling devices.
The Law "On Amendments and Supplements to Certain Legislative Acts of the Republic of Kazakhstan on Issues of Shared Participation in Housing Construction, Highways and the Provision of Services for the Transportation of Persons with Disabilities", initiated by deputies, was considered and approved in two readings. Its main goal is to increase the transparency and safety of housing transactions, improve the conditions for the movement of people with disabilities, and modernize the road industry.
"The law provides for strengthening state regulation in the sphere of shared construction. For this purpose, a package of amendments has been introduced that are aimed at providing additional protection of the rights of shareholders. The law also contains changes that provide for the optimization of activities for the transportation of people with disabilities. Provisions aimed at improving the principles of state management of highways were also considered. We hope that the law will help protect shareholders from unreliable construction companies and improve the quality of life of citizens with special needs and resolve other pressing issues,"noted Maulen Ashimbayev.
In particular, to implement the designated tasks, a ban is introduced on concluding preliminary contracts related to the acquisition of residential and non-residential premises in buildings under construction, as well as on advertising without permission to attract money from equity holders. It is also envisaged that local executive bodies will monitor the legality of attracting money from equity holders in the housing under construction market and reduce requirements for developers in shared construction. The law also introduces amendments designed to strengthen control over the quality of services provided, including access to disabled taxis through the Social Services Portal and government procurement.
In two readings, senators also reviewed and approved the law "On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Civil Defense, Electric Power Industry and State Property Management." Among its main provisions: consolidation of the status and improvement of the social status of employees of civil defense agencies, ensuring seismic safety, expansion and modernization of the seismological observation network and the early warning system.
"The approved law contains a package of amendments to improve the state civil defense system. In particular, it provides for norms aimed at preventing emergency situations. The amendments also define the activities of the Republican operational headquarters, which will be created to reduce the risks of emergency situations on a global or regional scale. The changes will serve as a basis for strengthening the social protection of employees of civil defense agencies. The law also contains norms that provide for ensuring the investment attractiveness of the electricity generation sector and improving the state property management system,"the Chairman of the Chamber noted.
Along with this, labor guarantees for workers involved in the prevention and extinguishing of fires as volunteer firefighters will now be maintained.
The agenda of the Chamber meeting also included the Law "On Targeted Capital Funds and Endowment Funds (Target Capitals)" and the accompanying Law "On Amendments and Supplements to Certain Legislative Acts of the Republic of Kazakhstan on the Activities of Targeted Capital Funds and Endowment Funds (Target Capitals), as well as Environmentally Disadvantaged Territories of the Kazakh Part of the Aral Sea Region" in two readings. It should be noted that these laws form the legal basis regulating the activities of target capital funds and endowment funds. The goals and objectives of the Fund, which provides support in the field of education, science and innovation, mass sports, are defined. The focus will also be on the areas of drug provision, medical care and social protection of the population.
