A meeting of the Chamber was held under the chairmanship of the Speaker of the Senate of the Parliament of the Republic of Kazakhstan Maulen Ashimbayev, during which the deputies reviewed a package of important Laws.
The first issue on the agenda of the Chamber meeting was the new Tax Code and the accompanying Law "On Amendments and Supplements to Certain Legislative Acts of the Republic of Kazakhstan on Taxation Issues". The laws were developed in order to implement the Address of the Head of State to the People of Kazakhstan and are aimed at creating a favorable business environment and investment climate. They allow taxpayers to determine their activities based on the stability and certainty of the conditions for conducting economic activity in the country.
"President of the country Kassym-Jomart Kemelevich Tokayev gives priority attention to the development of the national economy. It is obvious that sustainable economic growth directly depends on the effectiveness of tax policy. In order to implement the instructions of the Head of State outlined in the Address to the People, the Tax Code was developed, which provides for a reboot of fiscal regulation. The main goal of the Code is to ensure a fair and effective tax system that meets the requirements of a new stage of economic development. In this regard, a differentiated tax rate is provided for in various sectors of the economy. In particular, preferential rates have been established for agricultural producers and areas that have special social and public significance. Differentiated corporate and individual income taxes have also been introduced. At the same time, elite property will be subject to a "luxury tax", "the Speaker of the Senate commented on the legislative innovations.
Another priority of the new Tax Code, as noted by Maulen Ashimbayev, is the transition to a service model of relations with taxpayers. Additional measures to stimulate investors, new standards for increasing the efficiency of taxation of natural resources are provided, and special tax regimes and tax benefits are optimized.
Senators conceptually supported the proposed standards, but proposed to make a number of amendments to the Code.
"During the consideration of the Tax Code, senators proposed to revise its individual provisions taking into account the interests of the state, the opinion of the public and representatives of small and medium businesses. This provides support for producers of socially significant food products, small and medium businesses, the stock market and other sectors of the economy. We hope that the Tax Code considered today will contribute to the successful implementation of reforms carried out at the initiative of the Head of State for the dynamic and sustainable development of the national economy," the Speaker of the Senate emphasized.
Taking into account the new versions of individual articles, the Senate returned the Tax Code and the Law "On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Taxation Issues" to the Mazhilis.
The purpose of the next law, which was reviewed and approved by deputies following two readings, is to improve legislation in the areas of housing relations and housing and communal services. The Law "On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Housing and Communal Services, Entrepreneurship and the Activities of the Export Credit Agency" also involves increasing transparency and improving the management system of apartment buildings. It also includes the introduction of two forms of condominium management, as well as expanding the competencies of the housing inspectorate and ensuring control of utility networks and equipment for the heating season, elevators and lifts for people with disabilities, and fire protection systems.
In addition, during the meeting of the Chamber, the deputies considered the Law "On Amendments and Additions to the Code of the Republic of Kazakhstan "On Taxes and Other Mandatory Payments to the Budget" (Tax Code) and the Laws of the Republic of Kazakhstan on the Issues of Putting It into Effect" and returned it to the Mazhilis with proposals for a new version of its individual articles. The main goal of the amendments is to improve the tax policy and individual taxation mechanisms, as well as optimize the system of universal declaration of income and property of individuals.
The Senate approved the Law "On Amendments and Additions to the Code of the Republic of Kazakhstan on Administrative Offenses in Housing and Public Utilities". An important amendment was the introduction of individual liability for the chairman of the association of property owners of multi-story buildings and the subject of condominium management for violating the deadlines for submitting monthly and annual reports on the management of the condominium. In addition, a note is provided that penalties will be applied to an individual or legal entity managing the building.
