At an extended meeting, members of the Senate Committee on International Relations, Defense and Security reviewed laws concerning the development of the space industry, improvement of the system of military-patriotic education and international investment cooperation.
Thus, at the meeting, senators considered the Law "On Ratification of the Protocol on Amendments to the Agreement between the Government of the Republic of Kazakhstan and the Government of the Russian Federation on the Creation of the Baiterek Space Rocket Complex at the Baikonur Cosmodrome of December 22, 2004." The document is aimed at updating the parameters of the joint project. The Protocol also provides for tax preferences for Baiterek JSC, which will avoid additional budget financing. The Kazakh side ensures the modernization of infrastructure, personnel training and impact areas. The Russian side is engaged in the production of the Soyuz-5 launch vehicle.
The parliamentarians also reviewed the Law "On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Military-Patriotic Education, Military Service and the Redistribution of Functions of Certain Central State Bodies." The document provides for the creation of coordination centers for military-patriotic education under the Ministry of Defense and local executive bodies. The concepts of "zhas sarbaz" and "zhas aibyn" are introduced to account for citizens undergoing in-depth military training. The powers of local executive bodies to create specialized military schools and sections are defined, while monitoring of training is assigned to the Ministry of Defense. Local military command bodies will have access to up-to-date information about citizens from information systems. The law also proposes to exempt citizens who have completed military service or signed a contract from the obligation to work off their training. The preservation of their jobs and wages is guaranteed during the medical examination and service. At the same time, the deputies also reviewed the Law "On Ratification of the Agreement between the Government of the Republic of Kazakhstan and the Government of Turkmenistan on Mutual Encouragement and Protection of Investments." The agreement is aimed at legal protection of investors and creation of favorable conditions for long-term economic cooperation between the two countries. The document provides for a fair and equal regime for investments, their full protection and security. The parties retain the right to restrict sensitive sectors of the economy. It also establishes a ban on nationalization and expropriation of investments, except in cases provided by law and subject to payment of compensation.
Following the discussion, the Committee members decided to send the Laws for consideration at a meeting of the Chamber.
