Senate Deputy Nurtore Zhusip took part in the next meeting of the Ethics Commission under the Agency for Civil Service Affairs of the Republic of Kazakhstan.

During his speech, the senator noted that in the context of rapid changes taking place in the modern world, the civil service is under close attention from society. He emphasized that citizens expect from civil servants not just competence, but also moral impeccability, fairness and respect for the person. That is why the formation of high ethical standards of behavior of employees is becoming a priority of state policy.

"The policy of the President of the country Kassym-Jomart Tokayev is consistently aimed at forming an effective and accountable state focused on the interests of citizens. The head of state emphasizes the need to strengthen trust between the state and society, improve the quality of governance, develop fair institutions and make officials fully accountable to the people. In his Addresses, the President focuses on the need to improve the ethical culture of public service, form a management elite based on the principles of meritocracy, transparency and service to the people, as well as zero tolerance for corruption. In this context, the Ethics Commission should become not just an advisory body, but an effective mechanism for implementing the presidential policy on modernizing public administration," said Nurtore Jusip.

At the same time, during the conversation with experts, the deputy particularly emphasized that the ethics of public service is not an abstract category, but a practical tool for sustainable development, social trust and high-quality public administration. And only under the condition of systemic support of this sphere at the level of state policy, it is possible to form a professional, honest and citizen-oriented state apparatus.

"The development of this commission should become part of a broader public administration reform, in which value guidelines such as honesty, respect for citizens' rights, and serving the public interest come to the fore. In addition, in the context of digital transformation and increased public control, any actions of civil servants become more visible, which means that the requirements for their behavior are stricter. That is why the Ethics Commission should become not only an arbitrator, but also a mentor, consultant, and guarantor of fair and transparent public administration," Nurtore Jusip noted.
