A meeting of the Senate chaired by the Speaker of the Chamber of the Parliament of the RK, Maulen Ashimbayev, took place today. The deputies discussed issues related to the implementation of the tasks of the Head of State's Address «Kazakhstan in the era of artificial intelligence: current tasks and their solutions through digital transformation», and also considered the law on improving the system of state support for innovative activities and state statistics.
During the Chamber's meeting, the key tasks of the Address were reviewed and the priority areas of the Chamber's work on the country's socio-economic development were identified.
As Maulen Ashimbayev noted, for the high-quality implementation of the Head of State's instructions in the upcoming period, deputies at all levels, together with interested parties, including the expert community, need to focus on the timely development and adoption of a number of laws. Among them are the Law on Banks, the Digital and Construction Codes, and the law on the special status of the city of Alatau. At the same time, the need to update the Law «On State Property», implement parliamentary reform, modernize the system of attracting investments, and develop other strategic directions was noted.
«The President of the country, Kassym-Jomart Kemelevich Tokayev, in his Address, set a clear goal – to transform Kazakhstan into a full-fledged digital country within three years. To achieve this goal, it was instructed to adopt the Digital Code as soon as possible. Among the identified priorities are the adoption of the Law on Banks, as well as a law giving the city of Alatau a special legal status. By the end of the year, it is also necessary to adopt a new Construction Code and update the law «On State Property». A logical continuation of the consistent course of the country's President towards building a Fair Kazakhstan and strengthening democratic institutions and mechanisms is parliamentary reform. The current Address is a comprehensive roadmap for the modernization of Kazakhstan. Therefore, it is important to make every effort for the effective implementation of all initiatives for the progressive development of our country», – said the Speaker of the Senate in his speech, addressing his colleagues.
In two readings, the senators during the Chamber's meeting considered the Law «On amendments and additions to some legislative acts of the RK on improving the system of state support for the innovative activity industry and state statistics».
«The considered law was developed to further improve the system of state support for innovative activity and state statistics. Within the framework of the amendments, the creation of a single innovation cluster is planned. In this regard, it is proposed to merge the international technology park «Astana Hub» and the autonomous cluster fund «Park of Innovative Technologies» into an autonomous cluster fund and create a single legal environment for their participants. In addition, the law provides for other norms aimed at creating favorable conditions for the development of innovative activity. We hope that the adoption of the law will contribute to the development of the national economy and the innovation sphere», – said the Speaker of the Senate, commenting on the approved law.
In particular, in accordance with the norms of this law, to exclude duplicating functions and for further de-bureaucratization, amendments are being introduced to abolish the Council on Technological Policy under the Government of the Republic of Kazakhstan with the transfer of a number of its functions to the Higher Scientific and Technical Commission of the Republic of Kazakhstan under the Government of the Republic of Kazakhstan. Also, within the framework of amendments to the Entrepreneurial Code, a norm is provided for regarding the assessment of the effectiveness of providing and implementing state support measures for innovative activity by co-financing venture funds based on the profitability (unprofitability) of the assets (the entire portfolio) of such venture funds.
In addition, the senators voiced their deputy inquiries aimed at implementing the initiatives outlined by the Head of State in the Address «Kazakhstan in the era of artificial intelligence: current tasks and their solutions through digital transformation».
Zhanbolat Zhorgenbayev expressed a number of measures aimed at solving the problems of the shortage of processing enterprises in the regions and the insufficient effectiveness of mechanisms for stabilizing prices for socially significant food products.
Bibigul Akkuzhina proposed that the Government increase the salaries of participants in the «Youth Practice» and «First Job» programs. In this regard, as the senator emphasized, it is necessary to take into account the level of inflation and the subsistence minimum depending on the place of residence.
