A meeting with representatives of state bodies on the formation of general transfers for 2026–2028 was held in the Senate of the Parliament of the Republic of Kazakhstan. The meeting was chaired by the head of the Committee on finance and budget, Sultanbek Makezhanov. The work was attended by Senate deputies, as well as representatives of ministries, including the First Vice-Minister of National Economy, Azamat Amrin.
Opening the meeting, the senator emphasized the importance of transfers as one of the key tools for leveling the socio-economic development of the regions.
«The President in his Addresses has repeatedly focused on the need to reform the system of inter-budgetary relations. The new Budget Code lays down the principles of transparency, accountability, and efficiency, which should become the basis for planning transfers», - the parliamentarian noted.
The senator noted that new approaches should take into account minimum infrastructure standards and regional standards. According to him, their implementation will increase the financial stability of local budgets and improve the quality of public services for citizens.
«The most important task is to ensure a fair and transparent distribution of financial resources. Today's proposals from the deputies should be worked out in detail by the Government when preparing the law on transfers for 2026 –2028», - concluded Sultanbek Makezhanov.
Following the meeting, the need to continue joint work and to take into account the Senate's proposals when preparing the government's draft law was noted, which will make the system of inter-budgetary relations more stable and balanced.
