Under the chairmanship of the Speaker of the Senate of the Parliament of the RK, Maulen Ashimbayev, a meeting of the Chamber was held, during which deputies considered a number of laws and voiced deputy inquiries.
During the meeting, the senators considered the Law «On the ratification of the Agreement between the Government of the Republic of Kazakhstan and the Government of the Republic of Armenia on cooperation in the field of migration». As noted by the deputies, the implementation of the Agreement will contribute to strengthening the rule of law in the migration sphere, creating favorable conditions for the temporary stay of citizens of the two countries, and developing cooperation between the competent authorities of Kazakhstan and Armenia.
The second issue on the agenda was the Law «On the ratification of the Agreement between the Government of the Republic of Kazakhstan and the Government of the Republic of Armenia on travel and the procedure for the stay of citizens». The norms of the law provide for the right of citizens of the two countries on an equal basis to enter, exit, transit, move, and stay on the territory of the state of the other party for a period of up to 90 days from the date of crossing the state border. At the same time, those temporarily staying on the territory of the state of the other party for up to 30 days can do so without registration. All these measures are aimed at increasing the effectiveness of legal cooperation in the contracting states and the further development of political and economic cooperation, as well as strengthening bilateral relations.
«The considered treaties provide for the improvement of mechanisms for the legal regulation of migration processes between Kazakhstan and Armenia. In this regard, an agreement has been established between the countries on the exchange of statistical, legal, and scientific-methodological information. In addition, conditions are being created for the comfortable travel of our citizens. From now on, Kazakhstanis will be able to visit Armenia with an identity card. In general, we hope that the approved laws will have a positive impact on the further strengthening of cooperation between the two countries», – noted Maulen Ashimbayev, commenting on the approved laws.
In addition, the senators voiced their deputy inquiries.
Bekbol Orynbassarov stated that the «Ata Zholy» card is not coping with the task of creating the necessary conditions for the activities of business-immigrant and specialist kandas on the territory of Kazakhstan.
Nuriya Niyazova focused on the issues of ensuring the safe operation of amusement rides and playground equipment and voiced a number of measures to eliminate gaps in this area.
Gennady Shipovskikh drew the Government's attention to the deplorable state of the infrastructure of the Republican Psychiatric Hospital of a specialized type with intensive observation of the Ministry of Healthcare. This is the only state institution near Almaty where persons with mental disorders who have committed particularly dangerous crimes against society undergo compulsory treatment.
Amangeldy Yesbai believes that the status and working conditions of information technology specialists and economist-accountants who support the digital infrastructure in the regions, as well as their salaries, do not correspond to the complexity and responsibility of the work. The senator also voiced other problems in the industry and ways to solve them.
Serik Shaidarov expressed concern about the deterioration of hydraulic structures at two key reservoirs in the Ulytau region – Bidayyk and Kengir. He called on the Cabinet of Ministers to involve a specialized organization to determine the technical condition of the hydraulic facilities, conduct a survey of the reservoir bottom, and carry out cleaning and other restoration work.
Darkhan Kydyrali voiced proposals for the preservation and promotion of national heritage, history, culture, and art, as well as institutional support for masters in the manufacture of musical instruments.
