Deputies of the Senate Committee on Finance and Budget at an expanded meeting considered laws on the ratification of intergovernmental agreements between Kazakhstan and Kyrgyzstan in the field of use and development of resort and recreational facilities.
In particular, the senators considered the Law "On Ratification of the Agreement between the Government of the Republic of Kazakhstan and the Government of the Kyrgyz Republic on the Lease of Land Plots in the Issyk-Kul District of the Issyk-Kul Region of the Kyrgyz Republic dated December 1, 2009 and the Protocol on Amendments and Additions to the Agreement between the Government of the Republic of Kazakhstan and the Government of the Kyrgyz Republic on the Lease of Land Plots in the Kyrgyz Republic Issyk-Kul District of the Issyk-Kul Region of the Kyrgyz Republic of December 1, 2009". The document regulates the conditions for the temporary paid use of land plots with a total area of 58,8 hectares, on which resort and recreational facilities are located, and also fixes the obligations of the parties for their intended use and safety.
In addition, the Law "On Ratification of the Agreement between the Government of the Republic of Kazakhstan and the Government of the Kyrgyz Republic on the Settlement of Property Rights of the Republic of Kazakhstan to Resort and Recreational Facilities Located in the Territory of the Issyk-Kul Region of the Kyrgyz Republic, dated July 4, 2006 and the Protocol on Amendments and Additions to the Agreement between the Government of the Republic of Kazakhstan and the Government of the Kyrgyz Republic on the Settlement of Rights of the Republic of Kazakhstan for the Resort and Recreational Facilities Located in the Issyk-Kul Region of the Kyrgyz Republic, dated July 4, 2006". The document confirms Kazakhstan's ownership of a number of facilities, extends obligations to modernize them and provides for the possibility of attracting investment for the development of tourism infrastructure.
According to the senators, the implementation of these laws will contribute to strengthening bilateral cooperation between Kazakhstan and Kyrgyzstan, creating conditions for the modernization of resort facilities and the development of the tourism industry in general.
Following the meeting, the members of the Committee decided to send the Laws to the Chamber for consideration.
