Chaired by Speaker of the Senate of the Parliament of the Republic of Kazakhstan Maulen Ashimbayev, a meeting of the Chamber was held. During the meeting, senators expressed support for holding a national referendum on the draft new Constitution of the Republic of Kazakhstan, scheduled by the Head of State for March 15, 2026. Deputies also reviewed and approved a number of international agreements.
Opening the meeting, the Speaker of the Senate emphasized that the draft new Constitution, published today in the media, is the result of extensive public discussion and a clear demonstration of the implementation of the "Listening State" concept.
"President Kassym-Jomart Kemelevich Tokayev signed a decree on holding a national referendum on the draft new Constitution of the Republic of Kazakhstan on March 15, 2026. This is an important event, marking a new stage in the country's development. The draft new Constitution was openly and comprehensively discussed and carefully reviewed. It takes into account all proposals received from citizens. This is undoubtedly a clear confirmation of the implementation of the "Listening State" concept, which is shaping the constitutional model of a Just Kazakhstan. In the coming period, Senate deputies will actively engage in efforts to promote the referendum on the new Basic Law. I am confident that during this crucial period, when the foundations of a Just Kazakhstan are being strengthened, all Kazakhstanis will express their civic position and actively participate in the referendum," emphasized Maulen Ashimbayev.
The first item on the Chamber's agenda was the termination of the term of Senate member Nauryzbay Baikadamov in connection with his appointment as Rector of Korkyt Ata Kyzylorda University. The Senate Speaker thanked Nauryzbay Baikadamov for his active participation in the Chamber's legislative work and wished him success in his new position.
In addition, during the meeting, senators reviewed and approved the Laws of the Republic of Kazakhstan "On ratification of the Agreement between the Government of the Republic of Kazakhstan and the Government of the Kyrgyz Republic on the regulation of property rights of the Republic of Kazakhstan to resort and recreational facilities located on the territory of the Issyk-Kul region of the Kyrgyz Republic, dated July 4, 2006 and the Protocol on amendments and additions to the Agreement between the Government of the Republic of Kazakhstan and the Government of the Kyrgyz Republic on the regulation of property rights of the Republic of Kazakhstan to resort and recreational facilities located on the territory of the Issyk-Kul region of the Kyrgyz Republic, dated July 4, 2006", as well as "On ratification of the Agreement between the Government of the Republic of Kazakhstan and the Government of the Kyrgyz Republic on the leasing of land plots in the Issyk-Kul district of the Issyk-Kul region of the Kyrgyz Republic dated December 1, 2009 and the Protocol on amendments and additions to the Agreement between the Government The Republic of Kazakhstan and the Government of the Kyrgyz Republic on the Lease of Land Plots in the Issyk-Kul District of the Issyk-Kul Region of the Kyrgyz Republic, dated December 1, 2009.
These laws are aimed at regulating and establishing the Republic of Kazakhstan's ownership rights to resort and recreational facilities located in the Kyrgyz Republic: the Kazakhstan Sanatorium, the Samal Holiday Home, the Universitet Sports and Health Camp, and the Olympus Sports and Health Center, as well as updating the terms of the lease of land plots under these facilities, totaling 58.8 hectares.
These laws provide for mutual guarantees between the parties, obligations regarding the intended use, modernization, and development of the facilities, as well as the possibility of attracting investment to improve the quality of the material and technical infrastructure and the level of services provided. It is expected that the ratification of these laws will contribute to the development of the tourism industry and further strengthen bilateral cooperation between Kazakhstan and Kyrgyzstan.
At the same time, the senators reviewed and approved the Law of the Republic of Kazakhstan "On the Ratification of the Interim Trade Agreement between the Eurasian Economic Union and its Member States, on the one hand, and Mongolia, on the other hand."
It should be noted that the Agreement is aimed at further strengthening trade and economic ties between the EAEU countries and Mongolia. Specifically, it provides for mechanisms for temporary customs preferences to create favorable conditions for entrepreneurs, which, according to the senators, will contribute to the growth of business activity and the development of mutual trade.
