Olga Bulavkina: The issue directly affects the safety of citizens

The Senate held a working meeting to address the increasing number of wild predatory animals, primarily wolves and bears, entering populated areas, pastures, and private farms.

During the meeting, it was noted that in several regions, including the East Kazakhstan Region, there has been an increase in citizen complaints in recent years regarding predator attacks on livestock and threats to public life and health. This situation is causing legitimate concern among residents and is fueling social tension, particularly in rural areas.

Meeting participants noted that current mechanisms for regulating wild predator populations do not always allow for a prompt response to emerging threats. In particular, lengthy and bureaucratic procedures for obtaining permits for culling in emergency situations significantly reduce the effectiveness of the measures taken and limit the ability to promptly protect citizens and agricultural producers.

Representatives of the Forestry and Wildlife Committee of the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan, the Veterinary Control and Supervision Committee of the Ministry of Agriculture of the Republic of Kazakhstan, local executive bodies of the East Kazakhstan Region, as well as representatives of the maslikhat and the public of the Altai District participated in the discussion.

During the meeting, information was presented on cases of wild animals entering populated areas, the dynamics of citizen complaints, and the measures taken by authorized government agencies. Particular attention was paid to issues of interagency cooperation, veterinary and sanitary safety, and the prevention of especially dangerous diseases among wildlife.

"The situation related to the increasing incidence of wild predatory animals entering populated areas requires immediate and coordinated action. This issue directly affects the safety of citizens, the security of property, and social stability in rural areas. Following the discussion, it is necessary to move on to the practical implementation of the agreed measures and ensure their timely execution," Olga Bulavkina emphasized.

The meeting concluded with the need to develop a unified rapid response algorithm, analyze the effectiveness of existing wildlife management mechanisms, and prepare proposals to improve the regulatory framework, taking into account the real threats to the population.
