The Senate of the Parliament of the Republic of Kazakhstan held an extended meeting of the Committee on Constitutional Legislation, the Judicial System, and Law Enforcement Agencies to review the new Law "On the Civil Service of the Republic of Kazakhstan." Representatives of government agencies participated in the discussion.
The law aims to create a modern, effective, and professional civil service system. The document defines the principles, legal status, rights, and responsibilities of civil servants, as well as the procedures for entering, maintaining, and terminating service.
Key innovations include the introduction of a horizontal career growth mechanism, providing for several job levels within a single position. Measures to enhance the social security of civil servants are envisaged, including housing allowances upon relocation, additional vacations, and compensation guarantees.
Special attention is paid to increasing the transparency and efficiency of the government apparatus. A digital recruitment system, the "E-Kyzmet" system, is being introduced, the role of human resources departments is being strengthened, and crime prevention services are being established.
The accompanying law aims to align current legislation with the new law on civil service and improve certain areas of the law. The document provides for amendments and additions to 18 legislative acts.
Specifically, it clarifies labor legislation, regulates the activities of individuals employed by government agencies under an employment contract, as well as those performing managerial functions in government organizations.
In the area of healthcare, it introduces mandatory medical examinations for government employees for the use of narcotic drugs and psychotropic substances, including annual screenings for those in leadership positions.
It also improves the mechanisms for providing government services. It establishes the inadmissibility of refusals on formal grounds, which focuses the system on supporting citizens and reducing administrative barriers.
