The Senate is debating the Responsible Treatment of Animals Act.

The Senate of the Parliament of the Republic of Kazakhstan held a meeting of the working group to review the Law "On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Responsible Treatment of Animals."

The document aims to improve legislation on responsible treatment of animals, enhance public safety, and promote humane treatment of animals.

The discussion was attended by Senate deputies, representatives of relevant government agencies, including the Ministries of Ecology and Natural Resources, Agriculture, Health, Internal Affairs, Justice, and National Economy, as well as representatives of the expert community and public organizations. The working group included prominent representatives of the animal rights community and independent experts, including Liliya Sarsenova, head of the INUCOBO Animal Protection Association; Anna Khamchukova, veterinarian and member of the Tabigat environmental union; Olga Chentsova, head of the Animal Law Committee of the KazBar Animal Protection Association; Natalya Grebenkina, head of the StopOtlov Foundation; Olga Milova, animal rights activist; and President of the KARE-Zabota Animal Protection Foundation; and other active civil society representatives.

The meeting discussed key amendments to the law, including clarification of the legal framework, the introduction of mandatory animal identification through microchipping, regulation of breeding activities, and issues related to the length of time captured animals can be kept in shelters.

"The working group meeting, which involves all stakeholders, is being held in an open format at the request of Maulen Ashimbayev, Chairman of the Senate of the Parliament of the Republic of Kazakhstan. Legislative changes related to the responsible treatment of animals are currently generating widespread public response, and our goal is to ensure a comprehensive and balanced review of all proposed regulations. The working group is open to constructive dialogue and discussion. All incoming proposals are being carefully reviewed to develop balanced solutions that take into account the interests of society and the principles of humane treatment of animals," emphasized Arman Utegulov, head of the working group and member of the Senate Committee on Agrarian Issues, Nature Management, and Rural Development.

During the working group meeting, participants expressed suggestions and comments, which will be further reviewed by authorized government agencies.
