The Responsible Treatment of Animals Act was discussed in the Senate

30.04.2026 588

Members of the Senate Committee on Agrarian Issues, Nature Management, and Rural Development reviewed the Law "On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Responsible Animal Handling" at an extended meeting.

The document aims to improve legislation on responsible animal handling, enhance citizen safety, and foster humane treatment of animals.

The law provides for stronger oversight of the breeding and circulation of pets. Their sale and transfer will be permitted only with registration. It also establishes the obligation of owners or responsible persons to compensate for damage caused by violating animal care and walking requirements. If the animal cannot be kept any longer, the owner is obligated to provide care for it or transfer it to a shelter, temporary holding facility, or persons capable of creating the necessary conditions.

Following the meeting, the Committee members decided to forward the law to the Chamber for consideration.
