A session of the Senate of the Parliament of the Republic of Kazakhstan was held under the chairmanship of Maulen Ashimbayev, Speaker of the Senate of the Parliament of the Republic of Kazakhstan. Deputies reviewed a number of laws and voiced their parliamentary inquiries.
During the meeting, deputies reviewed and approved the Law "On Amendments and Supplements to Certain Legislative Acts of the Republic of Kazakhstan on Improving Labor Legislation" in two readings. This amendment addresses measures to strengthen guarantees for the protection of workers' rights, develop social partnerships, improve occupational safety standards, and clarify key labor relations procedures.
"The law aims to improve national labor legislation. It provides for the introduction of a package of regulations harmonizing the rights of workers and employers. Furthermore, the powers of local executive bodies have been expanded and a number of tasks have been added in this area. We hope that the measures adopted will strengthen legal guarantees for workers and the responsibility of employers," said Maulen Ashimbayev, commenting on the approved law.
In particular, the Labor Code is being supplemented with provisions on upholding the legitimate interests of employees, including supplementing the principles and guarantees of labor legislation with provisions on protecting honor and dignity at work, determining the procedure for employee screening, and establishing payment for time spent by employees undergoing pre-shift medical examinations. Employers are required to notify employees in writing of changes in working conditions. The Code "On Public Health and the Healthcare System" is being supplemented with provisions empowering medical organizations at the employee's place of employment to notify employees via digital technology of the need for screening and to forward information on employees subject to screening to the employer.
The Chamber also approved the Law "On Ratification of the Agreement between the Government of the Republic of Kazakhstan and the Government of the People's Republic of China on the Encouragement and Mutual Protection of Investments." Ratification of the Agreement, as noted, will help build the potential of the real sector and implement major infrastructure projects. A clear legal framework will attract investment in high technology, create jobs, and strengthen exports. These steps will enable strategic partnerships to be used for sustainable economic growth.
"The agreement aims to strengthen long-term bilateral cooperation between Kazakhstan and China. The law provides legal guarantees for investors, defines state support measures, and establishes a clear dispute resolution procedure. We are confident that the agreement will provide additional impetus to the further development of the strategic partnership between the two countries," noted the Speaker of the House of Parliament.
At the same time, the deputies reviewed and approved the Law "On Amendments and Additions to the Law of the Republic of Kazakhstan "On State Awards of the Republic of Kazakhstan." The objectives of the Law are to improve the system of state awards of the Republic of Kazakhstan, enhance their public significance, streamline the nomination procedure, introduce new state awards, and update certain legislative provisions in this area. It is envisaged to define the categories of individuals nominated for the new orders. Thus, the Order of "AL-FARABI" will be awarded to citizens who have achieved significant success in the fields of education, science, culture, and spiritual life. The Order of "QOJA AHMET YASAUI" is intended to be awarded to domestic and foreign scientists, government and public figures, as well as citizens who have contributed to strengthening statehood and developing the socio-political, social, cultural, and humanitarian spheres. In addition, the Order of "Meyirim" is established to reward citizens who have made significant contributions to charitable, philanthropic, and philanthropic activities. The meeting also elected senators to the joint commission of the Chambers of the Parliament of the Republic of Kazakhstan on the draft Constitutional Law of the Republic of Kazakhstan "On the Constitution of the Republic of Kazakhstan."
Furthermore, parliamentary inquiries were voiced during the meeting.
Bekbol Orynbasarov raised the issue of transport accessibility in several villages in the Beineu District. To address this, he proposed introducing short stops at Sam and Turysh stations for train No. 079/080 "Karagandy - Mangystau," as well as including these stops in the route of the new high-speed train "Zhezkazgan - Mangystau."
Galiaskar Sarybaev stated that, to strengthen defense capability and emergency preparedness, it is critical to develop a system for training paramedics capable of working effectively in military field conditions, and he outlined a number of proposals in this regard.
Ruslan Rustemov focused on the management of water bodies in the Syr Darya River basin. He proposed raising funds from the republican budget or international organizations for the concrete lining of 15 municipal canals, as well as measures to conserve water.
