Maulen Ashimbayev Summarized the Senate work at the Past Session

Senate Chairperson Maulen Ashimbayev summarized the results of the work of the Chamber done at the past session. According to M. Ashimbayev, the Parliament adopted a number of important laws at the past session.

“This period was hard for the country. We have faced new challenges together with the rest of the world. However, comprehensive measures are being taken as led by the President of Kazakhstan to recover the country’s economy and improve the welfare of the citizens. In turn, the Senate provides legislative support for these initiatives and the strategic policies of the state,” M. Ashimbayev said.

The Senate speaker expressed gratitude to the Deputies for their fruitful work to implement the tasks set by the Head of State.

At the plenary session of the Senate, new judges of the Supreme Court were elected as proposed by the President of the Republic of Kazakhstan – N. Rakhmetullina and A. Tukiyev. The newly elected judges took the oath.

In addition, the Chamber adopted the Law On Amendments to the Code of the Republic of Kazakhstan ‘On Taxes and Other Mandatory Payments to the Budget’ and the Law On the Enforcement of the Code of the Republic of Kazakhstan ‘On Taxes and Other Mandatory Payments to the Budget’. This law will contribute to further recovery of economic growth. The amendments will allow the state to support business entities and the public that will have a positive effect on the business activity and welfare of citizens.

The Senate Deputies also adopted the Law On Amendments to Certain Legislative Acts of the Republic of Kazakhstan on Mortgage Loans in Foreign Currency, Improving Regulation of Payment Service Market Entities, Universal Declaration and Recovering Economic Growth. The amendments will enable completing the conversion of debts on loans in foreign currency issued before January 1, 2016. The effective regulation of the activities of non-banking organizations, including payment systems, have also been specified in order to reduce the risks of money laundering and disinvestment and to combat the shadow economy.

The Law On Amendments to Certain Legislative Acts of the Republic of Kazakhstan on Auditing Activities was adopted at the final session. The law is intended to further improve legislation in this area, taking into account international best practices, improving quality by establishing transparent requirements for quality control and certification of auditors.

The Senate also approved the Law On Amendments to Certain Legislative Acts on Public Service. The document provides for a number of significant changes, including the extension of the scope of the program To the Village with a Diploma, optimization of bidding processes.

Deputies approved the Law On Amendments to Certain Legislative Acts of the Republic of Kazakhstan on Ensuring Internet Accessibility in Rural Settlements. The document describes a simplified procedure for the provision of land lots to build antenna mast structures or supports for the cellular and satellite communications equipment in order to improve the performance of service providers and increase the number of users of high-speed Internet connection in rural areas.

The Senate also adopted the Law On Amendments to Certain Legislative Acts of the Republic of Kazakhstan on Gambling. It is expected to improve mechanisms for monitoring the activities of bookmakers and pari-mutuel betting agencies.

Today, the Deputies approved the draft Law On Amendments to Certain Legislative Acts of the Republic of Kazakhstan on Anti-Corruption in the first reading. The document provides for the introduction of additional measures to systematically prevent any corruption events.
