Maulen Ashimbayev: Providing villages with high-quality drinking water is the most important task

Opening the first session of the Senate in 2021, Maulen Ashimbayev expressed his opinion on the recent elections to the Mazhilis and Maslikhats.

 “Our people have displayed an active attitude and made their choice. The elections were held within the framework of the law and international standards. They are highly appreciated by foreign experts and international observers. In these elections, we witnessed the implementation of a number of political reforms initiated by the Head of State”, Maulen Ashimbayev said.

The Chairman of the Senate noted that in the year of the 30th anniversary of Independence, the Parliament faces serious tasks identified by the Elbasy and the President of the country. For their effective implementation, the Senate together with the Mazhilis must adopt high-quality laws.

During the meeting, two draft laws, initiated by the deputies of the Parliament, were considered and adopted.

One of them provides a reduction of in the water tariff for villagers. This should be achieved, among other things, due to optimization of the procedures for obtaining subsidies. At that such tariffs must now be determined taking into account the socio-economic development of a particular region.

Such novelties are stipulated in the Law “On Amendments and Additions to the Water Code of the Republic of Kazakhstan on the issues of delineation of powers between local representative, central and local executive bodies for subsidizing drinking water supply”. The document was adopted today in two readings.

 “Providing villages with high-quality drinking water is one of the main tasks facing the country. This law, initiated by the deputies, is undoubtedly an important step towards resolving issues of water supply in rural areas. The proposed norms will contribute to the development of regions and increase the efficiency of the work of local executive bodies”, Maulen Ashimbayev noted.

In addition, the Deputies proposed to exclude administrative liability for late registration of rights to real estate. This means that people will no longer be punished and imposed penal fines for such delays. At the same time, the procedure for registration of documents for a land plot and state registration of rights to real estate will be significantly simplified. Thus, it will be easier for people to receive these public services. These improvements are outlined in the Law “On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on the State Registration of Rights to Immovable Property and Legal Entities” adopted by the Deputies.
