Senators will consider the bill on advocacy and legal assistance

A session of the Bureau took place under the chairmanship of the House Speaker Maulen Ashimbayev. At this session, deputies discussed the agenda of the upcoming session of the Senate, to be held on March 4, 2021. 

The Senate Chairman began the Bureau’s work by highlighting the importance of the legislative initiatives of the President, which he announced at the meeting of the National Council of Public Trust. 

“During the past meeting of the National Council of Public Trust, the Head of State touched on several topical issues that concern society. In particular, he put an end to the land issue. All of the reviewed issues were given appropriate instructions. Hence, well-timed and high-quality legislative support for the decisions made is the key task that we need to solve in cooperation with the Mazhilis and the Government,” Maulen Ashimbayev said.

At the upcoming session of the House, senators will consider the submission of the President about the dismissal of the Supreme Court judges. 

The Senate deputies will also discuss the bill “On Making Amendments and Additions to Some Legislative Acts of the Republic of Kazakhstan on Advocate Practice and Legal Assistance” in the first reading. 

The bill would expand the procedural powers of advocates. They will be entitled to request information, documents, as well as items that are necessary for the provision of qualified legal assistance and defense. In addition, convicted persons may receive state-guaranteed legal assistance through advices, references, drafting legal documents.

Along with this, senators will consider the bill “On Making Amendments and Additions to Some Legislative Acts of the Republic of Kazakhstan on Industrial Safety, Industrial Zones, Wildlife, Protected Areas, Energy, Natural Monopolies and Housing Payments to Employees of the Internal Affairs Agencies”. 

The document will help increase the efficiency of the current industrial safety system. Certification of professional accident rescue services will become mandatory, and production control over the state of hazardous industrial facilities will be intensified.

There will also be a new system of providing housing for certain categories of police officers. While previously the state only reimbursed their expenses for housing rent, now it will make payments with the right of house purchase under the existing mortgage programs.

The session agenda also features the bill “On Ratification of the Agreement on the Measures to Uniform Selecting and Stock Breeding of Agricultural Animals within the Eurasian Economic Union”.  

This Agreement provides for the development of a common market of pedigree livestock breeding between the EEU member states and eliminates barriers in mutual trade. All this will help to ensure the competitiveness of domestic pedigree stock. 

Apart from that, senators will consider the bill “On Making Amendments and Additions to Some Legislative Acts of the Republic of Kazakhstan on Science” in the second reading. 

In the course of the Bureau session, senators distributed between the Standing Committees a number of bills that have come from the Mazhilis.
