The Senate adopted amendments to the laws on the judicial system modernization

Today, the Senate of the Parliament of Kazakhstan addressed the issues of improving the judicial system and strengthening public confidence in the courts. The amendments and additions to the Constitutional Law “On the Judicial System and the Status of Judges of the Republic of Kazakhstan”, the Code on Administrative Offences and other legislative acts on the judicial system modernization, initiated by parliamentarians, are aimed at the modernization of the system.

Maulen Ashimbayev reminded that, at the opening of the first session of the Parliament of the 7th convocation, the Head of State declared that the judicial system should not be closed and requires major modernization. The bills under discussion are exactly aimed at the further improvement of the justice administration system. They afford an opportunity of involving highly qualified and competent specialists who have no relevant experience in the judicial system in the work of the Supreme Court.

“Since July 1 of this year, the Institute of Administrative Justice will begin its work in the country. As part of this, new guarantees and mechanisms will be adopted for the further protection of the rights of citizens. The Supreme Court will create a new judicial chamber on administrative cases to fully use the potential of this institution. Generally, it is our opinion that these laws will favorably affect the transparency and efficiency of the judicial system,” Maulen Ashimbayev said.  

Along with that, at the session, deputies reviewed and passed another two bills. The ratification of the Protocol to Amend the Treaty on the Joint Board of Customs Services of the Member States of the Customs Union will promote more concrete and efficient coordination of the interaction between the customs authorities of the Member States of the Eurasian Economic Union.    

The primary objective of the Law “On Ratification of the Nairobi International Convention on the Removal of Wrecks of 2007” aims to define uniform rules and procedures for the effective removal of wrecks and the recovery from maritime casualties.

During the session, senators also voiced the existing deputy requests. Deputy Nurzhan Nursipatov touched on the issues of establishing prohibited zones and areas at arms depots, bases and warehouses of the Armed Forces of the Republic of Kazakhstan.  Senator Gumar Dyussembayev took up the issue of water supply for residents of Atyrau region. Akhylbek Kurishbayev spoke about the need for raising salaries of university teachers. At the same time, senator Ali Bektayev brought up the problem of funding the activities of the Police Department of Turkestan region.
