An enlarged meeting of the Committee on Foreign Relations, Defense and Security was held in the Senate. The meeting was devoted to the discussion of draft laws “On the ratification of the Agreement between the Government of the Republic of Kazakhstan and the Government of the Russian Federation on cooperation in the implementation of launches from the Baikonur cosmodrome of Soyuz-2 carrier rockets for launching spacecraft in the northern direction into orbits” and “On the ratification of the Protocol on amendments to the Lease Agreement for the Baikonur complex between the Government of the Republic of Kazakhstan and the Government of the Russian Federation dated December 10, 1994”.
The documents will make it possible to clearly delineate the responsibilities of the parties to ensure safety during the launch of Soyuz-2 carrier rockets.
“The documents spell out the obligations of the parties to ensure the environmental safety of the population and territories, as well as a number of other issues. The ratification of the documents will increase the load on the cosmodrome with commercial launches, which will have a positive effect on the activity of the entire Baikonur complex,” said Talgat Musabayev.
In addition, the draft laws will allow to harmonize the previously assumed obligations, as well as to preserve, effectively use and develop the scientific and technical, production and socio-cultural potential and infrastructure of the Baikonur complex.
