A meeting of the Bureau took place under the presidency of Speaker of the House Maulen Ashimbayev, at which deputies approved the agenda of the Senate session scheduled for September 23, 2021.
The agenda of the next session of the Senate includes the bill “On Ratification of the Protocol on Environmental Impact Assessment in a Transboundary Context to the Framework Convention for the Protection of the Marine Environment of the Caspian Sea”. Its ratification would allow taking legislative, administrative or other measures for the implementation of the provisions of the Protocol on Environmental Impact Assessment in a transboundary context. It is important for the prevention, reduction and control of pollution of the marine environment and land, and thus will contribute to the conservation of biodiversity of the sea and the rational use of its natural resources and to the protection of human health.
Also on Thursday, senators will consider the bill “On Making Amendments and Additions to Some Legislative Acts of the Republic of Kazakhstan on Social Protection of Certain Categories of Citizens” in the second reading.
Besides that, during the meeting of the Bureau, the Chairmen of the House Committees have reported on the course of work on the initiation of the bills by senators.
“During the past session, deputies of the Senate displayed great activity and initiated 7 bills. The pace of this work will be strengthened during the current session. Senators have already launched initiative work on 16 bills. According to the instruction of the Head of State, before the end of the year, we need to adopt the bills on the Commissioner for Human Rights and the related bills, as well as bills on amendments and additions to the Tax Code and other projects,” Maulen Ashimbayev said.
The senators’ initiatives also include the bill on improving the quality of life of people with disabilities, which aims to provide special status to families raising a disabled child and to increase opportunities for improving their living conditions. The initiative bill on the utilization of pastures is designed to address the shortage of pastures and will contribute to solving pressing problems of agriculture in the frames of the instructions of the Head of State. Also, senators are working on some bills on the production and turnover of organic products, enhancing the fight against illicit trafficking of narcotic drugs and new synthetic substances, etc.
In the course of the meeting, it was pointed out that all bills initiated by senators are essential for our country and society, as they focus on solving the current problems that the people of Kazakhstan face and filling the gaps existing in the legislation.
Also, members of the Bureau of the Senate considered and approved the nomination of Igor Musalimov for the post of a plenipotentiary representative of the Parliament of Kazakhstan to the IPA CIS.
In addition, the bill “On Making Amendments and Additions to Some Legislative Acts of the Republic of Kazakhstan on the Reauthorization between the Levels of Government”, received earlier from the Mazhilis, was passed to the Committee on Economic Policy, Innovation Development and Entrepreneurship at the meeting of the Bureau.
