Maulen Ashimbayev: The Parliament passed 104 laws in 2021

Today, Senate Speaker Maulen Ashimbayev chaired the final meeting of the House of this year. Deputies considered 3 issues on the agenda.

Senators elected a judge for the Supreme Court of the Republic of Kazakhstan upon the recommendation of President Kassym-Jomart Tokayev. His name is Nurserik Sharipov.  

Deputies also adopted a resolution on termination of the powers of Senate deputy Nurlan Kylyshbayev who had previously submitted a respective application in connection with his transfer to another job. Maulen Ashimbayev expressed gratitude to Nurlan Kylyshbayev for his work as a deputy and noted his proactive participation in the legislative work of the House and in addressing regional issues.

Besides, during the session of the House, senators considered and adopted the Law “On ratification of the Agreement between the Government of the Republic of Kazakhstan and the Government of the Russian Federation on the implementation of the project “Construction and Operation of the Mineral Fertilizers Plant”.

To implement this project, it is planned to raise investments amounting to more than one billion USD, while the construction of the plant should be completed in 2024. The Agreement provides for the requirement of compulsory employment of Kazakhstani specialists at the enterprise. 

“This Agreement envisages the construction and putting into operation of a modern chemical complex. Sure that the production of the plant will contribute to the development of the domestic agricultural industry,” Maulen Ashimbayev said.

In closing the meeting, the Senate Speaker summed up some of the results of the work of the House for the passing year. Maulen Ashimbayev stressed that 2021 was a historic year. The country celebrated its 30th anniversary of independence, as well as this year marked the 25th anniversary of the professional bicameral Parliament.

The year was rich with significant events in the socio-political life of our state, and extensive work was carried out on the further implementation of the modernization course of the President.

“The Parliament, jointly with the Government, has been fulfilling the task of ensuring the legislative implementation of the Address and the instructions of the Head of the State. As a result, this year, 104 Laws were adopted by the Parliament. They are all designed to promote sustainable political and socio-economic development of the country,” the Speaker of the House said.

Maulen Ashimbayev dwelt in detail on several important Laws that were adopted this year at the direction of the President. They include the Laws on regulation of land relations, public and local governance, abolition of the death penalty, reformation of law enforcement agencies, improvement of the business climate, industrial policy, and others.

Maulen Ashimbayev also praised the activity of deputies in initiating bills. The number and quality of this work are increasing year by year, he said.

“Every fourth Law, adopted this year, was initiated by deputies of the Parliament. Of these, important Laws aimed at the further reformation of the national judicial system, facilitation of civil proceedings, an extension of the scope of reconciliation procedures, restriction of taking the only housing of an individual as collateral, and others are among them. In the framework of the assignment of the President, deputies also initiated the Law “On the Human Rights Ombudsman”,” the Chairman of the Senate noted.

In general, in Maulen Ashimbayev’s words, apart from the lawmaking activity, senators successfully worked in different directions, including the assistance in addressing regional problems, development of entrepreneurship, and promotion of national values.

“This year, we had a substantial and productive work both with bills and in other spheres of parliamentary activity. Senators have sent about 100 deputy inquiries to government agencies on pressing topics. The Senate convened more than 80 events where topical issues were discussed,” Speaker of the House Maulen Ashimbayev stated.

At the session, senators read out their deputy inquiries. For example, Akhylbek Kurishbayev asked the Prime Minister to pay particular attention to the protection of the forest fund of the country. And Bakytzhan Zhumagulov pointed out the necessity of restoration of the “Mamania” madrasah school in the Almaty region and granting the status of the ethnographic museum to the institution.
