Today under the chairmanship of the Speaker of the Senate of the RK Maulen Ashimbayev the session of the House took place, where deputies considered the laws on the volumes of general transfers for 2023-2025, on the guaranteed transfer from the National Fund and on the Republican budget for the coming three-year period.
As noted the Speaker of the Senate, the main priority of the formation of the budget for the next 3 years will be the solution of the tasks set by the President of the country, based on the requests and expectations of Kazakhstanis.
"In the Senate, the budget has been comprehensively analyzed and elaborated. The draft Republican budget considered today provides sufficient funds required for solving important social issues", - noted Maulen Ashimbayev.
The Chairman of the Senate reminded that the President of the country pays great attention to the development of the social sphere.
"As you know, the Head of State has given specific instructions concerning the social sphere. In particular, much attention is paid to improving living standards in rural areas. The qualitative execution of the President's instructions is a strategic task," said the Senate President.
According to Maulen Ashimbayev, only for the implementation of the National Project "Comfortable School" in the three-year period significant funds – about 2.6 trillion tenge are allocated.
"As a result, the number of new places for students should exceed 820 thousand. Thus, we hope that the issue of three-shift education and overcrowded classes will be largely solved. Funds are also provided for indexing social benefits and raising the salaries of teachers, doctors and civil servants up to 25%. Next year, taking into account general transfers to local budgets, social expenditures will increase by almost 2 trillion tenge, i.e. approximately by 20%. In addition, it is planned to gradually reduce the volume of transfers from the National Fund", - said Maulen Ashimbayev.
At the same time, in accordance with the decision of the Head of State on the launch of the Program "National Fund for Children", half of the investment income of the National Fund will be transferred to special children's savings accounts. Payments will begin by the end of 2023. As noted by the Chairman of the Senate, the National Fund actually becomes a fund for future generations.
It should be noted that during the discussion of the bills in the Senate more than 100 proposals were received from members of the House.
So, at the suggestion of senators on the construction and reconstruction of streets of settlements, roads and bridges will be allocated additional 13.7 billion tenge, with 7.8 billion as early as next year. To improve the situation with the provision of clean drinking water will contribute an additional 22.2 billion tenge. This initiative of the senators will help to increase access to water services in the cities to 99 per cent, and in rural areas to 96.1 per cent. During the meeting the deputies also raised the issues of regional policy, including those related to tax revenues, support for the agricultural sector, the development of SMEs and other relevant issues.
Thus, as per the results of consideration by the deputies of the Senate decided on the need to finalize, taking into account the above proposals and return the draft law "On the Republican Budget for 2023 - 2025" and "On the Amount of General Transfers between the Republican and Regional Budgets, Budgets of the Cities of National Significance, the Capital for 2023 - 2025" to Mazhilis, and adopt the law "On a Guaranteed Transfer from the National Fund of Kazakhstan for 2023 - 2025".
