Issues of quality and affordable social protection of citizens were discussed in the Senate

Deputies of the Senate Committee on Social and Cultural Development and Science held an enlarged session on " Issues of Development of Social Security System on the basis of the Social Code of the Republic of Kazakhstan". During the event participants discussed the support of motherhood and childhood, assistance to low income families, social protection of persons with disabilities and the improvement of pension provision.

Senator Lyazzat Kaltayeva noted that the draft of the Social Code is designed to accumulate all existing legislation in the social sphere in one document and to simplify understanding by the public.

"Codification of existing Laws will simplify and qualitatively improve the process of their perception. There is 1 Code and 16 Laws in the sphere of social security. Such a large number of legislative acts creates certain difficulties in understanding by citizens the scope of their social rights. With the adoption of the Social Code, when a situation occurs, it will be much easier for citizens to orientate in the rights they enjoy", said Lyazzat Kaltayeva.

At the same time the Deputy noted that with the adoption of the Social Code it is expected to make changes in more than 80 laws, including 2 constitutional, and 10 laws will lose their legal status. Code shall establish the basis of legal regulation of social relations between the state and the citizen. Also it should prescribe some types of social risks, where response measures, categories of recipients of social assistance, amounts of payments, etc. will be determined.

The extended session of the Committee was attended by Members of the Senate, Tamara Duisenova, Minister of Labor and Social Protection, representatives of the Ministries of Education, National Economy, Health, and Finance, as well as the Ministry of Digital Innovation and Aerospace Industry. Representatives of regional maslikhats, heads of UNICEF offices and national NGOs specializing in social protection issues, as well as members of the Young Experts Club under the Senate of the Parliament of Kazakhstan also expressed their opinions on these issues.
