A meeting of the House was held under the chairmanship of the Speaker of the Senate of the Parliament of the Republic of Kazakhstan Maulen Ashimbayev. Senators considered the proposals of the President of the Republic of Kazakhstan on the release of the current and election of a new Chairman of the Supreme Court of the Republic of Kazakhstan. Also, deputies discussed the question of early termination of the powers of Senator Nariman Turegaliev, and adopted a number of laws and voiced their deputy requests.
Under the Constitution of the Republic of Kazakhstan, the Senate of the Parliament of the Republic of Kazakhstan has exclusive powers to elect and dismiss the Chairman of the Supreme Court, as well as take his oath. According to the submission of the President of the country, the senators have decided to dismiss Zhakip Asanov and elected Aslambek Mergaliev as the new Chairman of the Supreme Court.
In his speech the Speaker of the Senate thanked Zhakip Asanov for his work as Chairman of the Supreme Court, as well as his significant contribution to the development and strengthening of the judicial system of the country.
Also at a session of the House of Representatives the deputies considered the question of early termination of Senator Nariman Turegaliev, who by decree of the Head of State was appointed for the post of governor of the West Kazakhstan Region. Maulen Ashimbaev thanked Nariman Turegaliev for his contribution to the legislative activities of the Senate.
Deputies elected Nurtore Zhusip as Chairman of the Senate Committee on Socio-Cultural Development and Science.
During the meeting, senators also considered bills "On the Control of Specific Goods" and "On Amendments and Additions to Some Legislative Acts of the Republic of Kazakhstan on the Control of Specific Goods".
The bills provide for the introduction of risk assessment criteria for the export of goods and services of dual and military purposes and other particularities in this field into the country's legislation. As a result, an effective mechanism for control of specific goods and elimination of risks associated with these goods should be developed.
In addition, the draft Laws also deal with clarifying the competence of state bodies, the order of information interaction with state bodies and organizations, and the strengthening of responsibility for violating the law and other norms.
Conceptually supporting the innovations outlined in the draft laws, members of the Senate decided to make their own additions and submitted the draft laws to the Mazhilis.
Senators also considered and adopted the Law "On Amendments and Additions to Some Legislative Acts of the Republic of Kazakhstan on State Youth Policy and Social Welfare".
As noted by the Chairman of the Senate, the law was adopted to strengthen comprehensive support for young people and further improve state policy in this regard.
"The law provides for the implementation of tasks set by the Head of State in his Address of September 1, 2022. In particular, the Law provides support for unemployed youth and expansion of youth resource centers. In addition, the Law contains norms related to increasing the period of social payments for child care up to 1.5 years old and assignment of social assistance for each child from 1 to 6 years old. We believe that the law will allow us to take a set of measures to strengthen youth policy, as well as to address a number of social problems", - said Maulen Ashimbayev.
In addition, during the session senators voiced their deputy requests.
Galiakar Sarybayev criticized the current state of digitalization in the country and proposed to strengthen controls and increase penalties for low-quality Internet.
Bauyrzhan Kaniyev expressed concern about the unsolved problems in the railway industry, pointing out the need for radical reforms in Kazakhstan Temir Zholy, including renewal of the fleet of cars, resolving the problem with a shortage of tickets and their high cost.
Amangeldy Tolamisov drew attention to the need to immediately solve the problems with insufficient funding of medical institutions and growth of accounts payable of hospitals.
Nurtore Zhusip reminded that one of the key functions of the Ministry of Emergency Situations is prevention of emergencies. The senator suggested introducing a comprehensive system of security of critical facilities and the introduction of personal responsibility of officials for the prevention of emergencies.
Alimzhan Kurtaev expressed concern about the negative impact of the environment on the health and life of residents of the city of Kentau Turkestan Region, as well as adjacent communities: Ashysay, Khantagi, Bayildir, Karnak, Kusshi Ata, Shashtobe, Burgem.
