Senators propose to allow the registration of right-hand cars

The meeting of the House was held under the chairmanship of the Speaker of the Senate Maulen Ashimbayev. Deputies passed a number of laws and voiced their deputy requests.

Senators considered the draft law "On Amendments and Additions to Some Legislative Acts of the Republic of Kazakhstan on the Implementation of Certain Orders of the Head of State". The measures envisaged in the document are aimed at solving problems in many areas. Specifically, in order to further increase the financial independence of the regions is planned to transfer certain types of tax revenues to the local budget. In addition, the amendments establish conditions for the expansion of a competitive environment and reduce corruption risks in the field of public procurement. The Bill also includes the revision of the mechanism of regulation of monopolists and the improvement of methods for the implementation of public-private partnerships.

Senators supported the bill conceptually, but during its examination in the Senate, the deputies initiated a number of amendments. In this regard, it was decided to return it to the Mazhilis with the corrections proposed by senators.

"In accordance with the instruction of the Head of State, it was proposed to consider the possibility of primary registration of right-hand cars imported before September 1. This will allow almost 20 thousand of our citizens to legalize their vehicles. The senators excluded some provisions that give the authorized bodies unreasonably broad powers regarding access to banking and tax confidentiality of citizens. In general, we believe that the adoption of the Law will have a positive impact on the welfare of citizens,"- explained Maulen Ashimbayev during the meeting of the House.

Senators also considered a draft law "On Amendments and Additions to Some Constitutional Laws of the Republic of Kazakhstan". During the session it was pointed out that the changes proposed in it, including the activities of the judiciary system and the Astana International Financial Center. This document with the changes senators also decided to return to the Mazhilis for consideration.

Also, during the meeting senators voiced their deputy requests.

Olga Bulavkina expressed concern about high wear and tear of energy equipment and sewage treatment facilities in the country's regions. The senator proposed to develop energy strategy, as well as to include sewage treatment plants of cities and districts in the list of critical infrastructure audit facilities.

Galiaskar Sarybayev drew attention to the fact that farmers of Zhetysu Region may be left without access to state subsidies, if their land plots are not properly re-registered in connection with the formation of a new Region
