At a meeting of the Bureau of the Senate chaired by the Speaker of the House Maulen Ashimbaev, the deputies determined the agenda for the upcoming meetings of the Senate, scheduled for March 15 and 16, 2023.
On Wednesday, March 15, senators will consider in the second reading the draft Law “On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Digitalization of Public Services within the Unified State Real Estate Cadastre”. The purpose of the bill is to optimize the provision of land by digitalizing public services provided to citizens in the field of land relations, ensuring their transparency and improving quality.
Also, the draft Social Code of the Republic of Kazakhstan and the draft law “On amendments and additions to some legislative acts of the Republic of Kazakhstan on social security issues” will be considered.
The purpose of the draft Code is to improve national legislation by consolidating normative legal acts into a single legislative act. The norms of the document are aimed at improving the well-being of citizens, as well as reorienting the system towards preventive measures and the prevention of social risks. The expected result of the adoption of the accompanying bill is effective interaction and development of policies in the field of labor market stability, increased transparency and targeting of active measures to promote employment.
The draft Constitutional Law “On Amendments and Additions to Certain Constitutional Laws of the Republic of Kazakhstan” is aimed at implementing the provisions of the draft Social Code of the Republic of Kazakhstan, which was developed to implement the Message of the President to the people of Kazakhstan dated September 1, 2020 “Kazakhstan in a new reality: time for action”.
The draft Law “On Amendments to the Code of the Republic of Kazakhstan on Administrative Offenses”, approved by the members of the Bureau for consideration at a meeting of the Chamber, was developed to update and reform the regulatory legal framework in the social sphere and bring the Code of the Republic of Kazakhstan on administrative offenses in line with the draft Social Code.
The deputies will also consider the bills “On introducing amendments and additions to certain legislative acts of the Republic of Kazakhstan on improving procedural legislation and reforming the judicial system”, the draft Constitutional Law “On introducing amendments and additions to the Constitutional Law of the Republic of Kazakhstan “On the judicial system and the status of judges of the Republic of Kazakhstan”.
Along with the draft laws that will be considered on March 15, at a meeting on March 16, the deputies will also consider the draft law “On introducing amendments and additions to the Law “On the republican budget for 2023-2025”, the draft Constitutional law “On introducing amendments and additions to certain constitutional Laws of the Republic of Kazakhstan on Administrative Reform” and “On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Administrative Reform”, “On Ratification of the Treaty between the Republic of Kazakhstan and the Republic of Uzbekistan on the Demarcation of the Kazakh-Uzbek State Border” and “On Ratification of the Agreement between the Government of the Republic of Kazakhstan and the Government of the Russian Federation on the sale and purchase of a part of the share of the Russian Federation in the paid-in authorized capital of the Eurasian Development Bank”.
In addition, during the meeting of the Bureau, the deputies distributed among the standing committees of the Senate the draft laws received from the Government in connection with the performance by the Senate of the functions of the Parliament for the adoption of Laws and Constitutional Laws.
