Senator Lukin: Violations in the penal system cause a negative assessment in society

Issues of compliance with the requirements of penal legislation regarding conditions of detention in penal institutions were discussed by deputies of the Senate Committee on Constitutional Legislation, the Judicial System and Law Enforcement Agencies at a meeting held today.

Chairman of the Committee Andrei Lukin noted that recently, in places of the penal system, cases of various violations, both on the part of convicts and on the part of employees, have become more frequent. The use of mobile phones, high-profile photographs on social networks, these and other violations receive a well-deserved negative assessment from Kazakhstanis, the deputy believes.

“Recent incidents that occurred in penal institutions indicate existing shortcomings in the penal system. Incidents related to the use of mobile phones in institutions or violations of the rights of convicted persons are unacceptable. All these facts are instantly reflected in the media, causing a negative assessment in society,” Senator Lukin said.

Deputies note that these facts indicate that there are problems in the penal system, including in terms of compliance with conditions of detention.

During the meeting, the Chairman of the Committee of the Criminal Execution System of the Ministry of Internal Affairs, Zhanat Eshmagambetov, and the Deputy Head of the Service for Supervision of the Legality of Sentences that entered into force and their execution of the General Prosecutor's Office Kuanysh Amralin made their reports.

The meeting was also attended by the head of the National Center for Human Rights, Saltanat Tursynbekova, and the First Deputy Commander-in-Chief of the National Guard, Kairat Aktanov.

The meeting resulted in recommendations developed by the senators, which will be sent to the Government. In addition, the deputies expressed their readiness to make every effort to further improve the legislative framework of the criminal legal system.
