A meeting of the Chamber was chaired by the Speaker of the Senate, Maulen Ashimbaev, during which the senators considered a number of laws and voiced parliamentary requests.
During the meeting, deputies considered in two readings and approved the Law “On introducing amendments and additions to certain legislative acts of the Republic of Kazakhstan on issues of public associations and social protection of persons employed in work with hazardous working conditions.” The document is aimed at improving legislation in these areas and strengthening social protection for workers with hazardous working conditions. In particular, employees of such enterprises will receive a special social payment when they reach 55 years of age. Important conditions for this are the presence of pension contributions for a total of at least 84 months and termination of employment. In addition, those who wish will be able to independently withdraw their pension savings at the age of 55 or 63.
In addition, in accordance with the law, a group of three people will now be sufficient to create a public association. At the same time, it is expected that the norms of the current legislation will be brought into compliance, in particular the determination of the status of public associations of cities of republican significance, legal regulation of the issues of creating public associations and other changes.
“The approved law contains additional guarantees of social protection for citizens who work for a long time in hazardous working conditions. Thus, on the initiative of the President of the country, one of the pressing problems has found its solution. In addition, measures for insuring citizens against accidents have been improved. We hope that the approved law will contribute to the proper protection of the interests of our citizens working in hazardous working conditions,” – said Maulen Ashimbaev.
Having considered the Law “On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Issues of Ensuring National Security and Service in Special State Bodies of the Republic of Kazakhstan,” the senators conceptually supported it, but initiated a number of changes. In this regard, it was decided to return it to the Mazhilis with new editions of individual articles. They are aimed at eliminating the duplicating norm establishing the competence to determine the procedure for transferring information constituting state secrets. The law also contains provisions on the introduction of voluntary fingerprint registration for citizens of the country and a number of other innovations.
In addition, the senators voiced their parliamentary requests.
Zakirzhan Kuziev pointed out violations in the work of KTZ Freight Transportation JSC. The senator believes that their working methods lead to a decrease in transit volumes through Kazakhstan and force neighboring countries to look for alternative routes.
Bekbol Orynbasarov raised the problem of gas cylinder explosions and falling passenger elevators in multi-story buildings.
Bibigul Zheksenbay expressed concern about the increase in cases of measles in Kazakh children and expressed doubts about the accuracy of the reports provided on the level of vaccination.
Akmaral Alnazarova identified the problem of accounts payable of medical organizations, the reason for which is the lack of strategic planning and nomenclature of medical services.
Arman Utegulov drew the attention of his colleagues to the worsening epizootic situation in the country and the shortage of personnel in the field of veterinary medicine.
Zhanna Asanova believes that the abolition of subsidies for taxi companies threatens to increase car rental rates and worsen working conditions for drivers.
